For an IT consultant to develop an Electronic Management Learning System (eLMS) on the Moodle platform to support the Vietnam Administration of Medical Services - Ministry of Health (VAMS)
I. Background
PATH is a global nonprofit dedicated to achieving health equity. With more than 40 years of experience forging multisector partnerships, and with expertise in science, economics, technology, advocacy, and dozens of other specialties, PATH develops and scales up innovative solutions to the world’s most pressing health challenges.
PATH is working with VAMS, a department under the Ministry of Health, to implement a project named Strengthening Oxygen Utilization and Respiratory Care Ecosystems (SOURCE) with four main activities, including (1) developing a guideline to help health facilities establish a medical oxygen system that meets medical service demand; (2) developing and deploying a three-module e-learning platform and e-learning program on respiratory intensive care for health workers; (3) conducting an oxygen demand study at health facilities; and (4) developing and deploying an on-line platform to monitor types and quantities of medical devices, human resources, and technical capabilities at health facilities.
Under activity 2, we are looking for an IT consultant to support the development of an eLMS on the Moodle platform. The IT consultant will work closely with PATH and VAMS to complete the below scope of work.
II. Scope of work
The consultant will develop an eLMS using the latest version of the Moodle platform. The consultant will be responsible for designing, developing, and implementing the eLMS according to the specified requirements.
III. Deliverables
The consultant will accomplish the following activities/deliverables to PATH by the due dates listed below:

IV. Qualifications of consultant
V. Support
Provide 07 months of system maintenance and user support from when the final deliverable report signed.
VI. Duration
From 01 Sep 2023 to 31 July 2024
VII. Payment
Payment in VND will be made to the individual’s bank account after the final deliverables are sent and approved.
