PROVISION OF LOCAL CONSULTANCY SERVICE

ASSIGNMENT: DEVELOP CREDIT ASSESSMENT TOOL, GREEN CREDIT PRODUCTS FARMERS, COOPERATIVES

& AGRICULTURAL MICRO-SMALL ENTERPRISES

The “Innovative climate risk finance for the agricultural sector in the ASEAN region” (AgriCRF) commissioned by the German Climate and Technology Initiative (Deutsche Klima-und Technologie Initiative DKTI) and implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, works with Indonesia, Thailand, and Vietnam. The main objective of the regional project is farmers, both men and women, in the ASEAN region are more resilient, and less exposed to climate related risks as they are protected from accessible innovative climate risk finance products and services such as credits, loans and insurance integrated with sustainability standard.

On behalf of the AgriCRF project, the GIZ Office Hanoi is conducting a tender to seek qualified Local consultancy company (here after called as LC) for the assignment:

1. Tentative duration: from 30.12.2023 until 30.01.2025
2. Place of assignment: Hanoi, Nam Dinh and Nghe An
3. LC’s number of working days: up to 150

Requirements: The LC will develop credit assessment tool, green credit products for farmers, cooperatives and agricultural micro-small enterprises. The LC is expected to have in-depth expertise, 05 years of experience in finance and banking, microfinance (with 02 related projects accomplished). Expert team of the LC will be composed of a Team leader and a Team member.

Interested LCs are requested to prepare the following documents in English:

1. Letter of interest (with Director’s or authorised person’s signature and company stamp)
2. LC profile (incl. Business license (for firm) or Decision of establishment (for association), Tax code registration, organisational chart, similar experience/copy of contracts related to development of credit rating tool and green credit products)
3. Audited financial reports of the last 03 years. Important/key information in the audited financial reports or in annual tax reports must be translated into English if documents are in Vietnamese
4. Consortium agreement and nomination of consortium leading firm (if at least 02 entities joint the assignment)

GIZ is obliged to ensure the confidentiality of all bidding documents submitted.

2. Eligibility assessment related questions to be sent to [email protected] before 20.11.2023
3. Eligibility dossier to be sent to [email protected] before 5 PM on 26.11.2023. Sending documents to wrong email address will lead to disqualification of the bidder.
4. Only selected bidders will be invited to present technical and financial offers.
