BACKGROUND

Meeting Targets and Maintaining Epidemic Control (EpiC) is a global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the United States Agency for International Development (USAID). EpiC Vietnam’s goal is to deliver efficient, affordable, results-based technical assistance and direct services while closing remaining gaps in Vietnam’s efforts to meet HIV epidemic control targets and address the global COVID-19 pandemic. EpiC is also addressing trafficking in persons and global health security.
SCOPE OF WORK
The qualified individual, agency, or group of experts will perform the following tasks:
- Work with liquid oxygen equipment and piping vendor to ensure training for onsite engineers/technicians is comprehensive. Review and support the development of training outline on the use of Taylor Wharton cryogenic tanks (model: VTM-1500-250 and VTM-2900-250), and associated equipment including vaporizers (Nikkiso products model: MV 300, MV 500), regulators (Rego-USA), telemetry (CS Instruments GmbH & Co product model: DS400) and piping systems. The training will cover at least.
- Conduct oversight of the trainings for healthcare staff at 10 hospitals in six provinces across Vietnam (one training per site) facilitated by the system construction vendor:
- Co-create a pre-test and post-test with EpiC and manage the administration of the test at each training to evaluate efficiency of the training delivered. Review results after each training and ensure updates to training curriculum are made if needed.
- Create a community of practice (seven months) on a Zalo group chat. The group will contain all engineers and maintain activities within the group for six months including: (1) posting weekly reminder of the delivered training curriculum, (2) respond to discussion and troubleshoot questions.
- Work with EpiC to define and co-create up to three one-page job aides on LOX system operation.
Note: All trainees will have completed two online courses, one an introduction to medical oxygen and the second on safety and regulations. EpiC will provide information on topics covered and identified knowledge gaps to inform the training content.
