BACKGROUND
The European Union (EU) and the Government of Viet Nam are working together on a sustainable energy transition in Viet Nam. For this purpose, the EU and the Government of Viet Nam adopted the EU – Viet Nam Sustainable Energy Transition Programme (SETP) on 31 December 2021. The SETP, with an EU grant of EUR 142 million, will be implemented from 2022 to 2027, consisting of budget support of a maximum EUR 121,000,000 and four complementary support measures of up to EUR 21 million. The EU - Viet Nam Sustainable Energy Transition Facility (the Facility) will contribute to the SETP objectives of (i) improved energy efficiency; (ii) a larger share of renewable energy in the energy mix; and (iii) improved performance of the Viet Nam Energy Information System. The purposes of the Facility are as follows:
- Provide high level demand-driven technical assistance and capacity development in areas of, but not limited to, technology and knowledge transfer through cooperation on areas like research, higher education and R&D for renewable energy and energy efficiency, renewable energy and energy efficiency policy, legal and regulatory frameworks, norms and technical standards, power market analysis, energy governance, energy information systems, energy budgeting and planning.
- Provide support to the operation of the Viet Nam Energy Partnership Group.
- Support monitoring and implementation of the budget support component of the SETP.
- Support communication and visibility of the whole EU - Viet Nam Sustainable Energy Transition Programme and Team Europe support to the energy sector in Viet Nam.
SCOPE OF WORK
- Support in developing overviews of project activities, deadlines etc. and presents this regularly at team meetings
- Support in drafting and revising work plans and, where possible, cost estimates
- Supports project monitoring and updates information on project progress, documents and reports regularly on the status of results
- Update the activity planning on the tracking and monitoring tool
- Assists with the preparation for the monthly report, monthly meetings
- Assists with coordinating and documenting meetings, workshops, seminars and other project activities with a focus on technical aspects
- Assists with the preparation and implementation of activities in the framework of the Technical Assistance to the EVSET Facility and its related components; with a particular focus on VEPG-related activities
- Supports the preparation and implementation of VEPG-related activities, such as Technical Working Group meetings, Steering Committee meetings, and High-level Meetings, coordination meetings
- Assists with the communication and visibility activities
- Other tasks as required by staff of the Project
REQUIREMENTS
Background and experiences
- Bachelor’s degree in Energy Engineering, Environmental Sciences, Sustainable Development, Economics, or another relevant field
- Certificate and/or experience in project management is an asset
- Work experience in the energy sector is an asset
- Work experience with international organizations or companies is an asset
- Work experience with the Central Government or Local Authorities is an asset
- Experience in project progress reporting
Skills and Knowledge
- Understand the challenging environment of working with government partners and different stakeholders.
- Good understanding of building working relationship and partnership
- Good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office, Access or other database programs)
- Fluency in both written and spoken English is essential
- Fluency in both written and spoken Vietnamese is required
- Excellent organization and communication skills
- Able to work in a team while taking on responsibility for own tasks individually
- Result-oriented, analytical, and problem-solving skills
- Knowledge and qualification in development project management
- Knowledge of technical tools for project monitoring, evaluation
