Mekong River Commission

The Mekong River Commission (MRC) is the only inter-governmental agency that works directly with the governments of Cambodia, Lao PDR, Thailand, and Vietnam on joint management of shared water resources and sustainable development of the Mekong River.

As a regional facilitating and advisory body governed by water and environment ministers of the four countries, the MRC aims to ensure that the Mekong water is managed and developed in the most efficient and sustainable manner—that mutually benefits all Member Countries and minimises harmful effects on people and the environment in the Lower Mekong River Basin.

To increase public awaress of the environmental state of the Basin, the MRC Secretariat is developing a mobile application, aimed at providing users with timely and up-to-date information about water levels, forecasts, and emergency alerts in real time. In this context, the MRC Secretariat in Vientiane, Lao PDR, is recruiting a highly-qualified candidate for the position of:

Qualifications and Requirements:

• Possess a Bachelor’s degree in Computer Science, Water Resource Engineering, or a related field
• Demonstrate solid experience in programming and app development or similar fields.
• Have at least 1 year of experience in the IT industry, with exposure to modern technologies.
• Exhibit working knowledge of ArcGIS / Geographic Information System.
• Be capable of working with both Native and Hybrid mobile app technologies
• Have the capability of working in both Native and hybrid mobile app technologies.
• Have experience implementing Artificial Intelligence (AI) based use cases and understanding of the latest AI/ML frameworks.
• Know the best practices for developing robust and secure mobile applications.
• Have knowledge of Agile methodology.
• Possess knowledge of Big Data management, database and information systems, Geographic Information Systems (GIS), and environmental awareness (desirable).
• Have a good understanding of the geographic, socio-economic, political, and environmental contexts of the Mekong River basin.
• Exhibit excellent coordination, communication, project management, and time management skills, and reporting capabilities.
• Possess excellent English writing and verbal communication skills.
• Knowledge about gender mainstreaming and equity is an advantage.
• Immediate availability will be considered an advantage.
