#004 - Job Title: To provide a required raw water pumping system meeting technical specifications to support the model of climate change resilient healthcare facility in Yen Thanh District Hospital, Nghe An province

1. Background:

Yen Thanh District Hospital is one of models for climate change resilient healthcare facilities supported by VIHEMA/WHO. At present, the clinic has a 270 - 300 bed capacity and monthly demand for clean water is 3,600 – 4,500 m3/month. The hospital is always in the situation of lacking clean water for medical services.

A surface water treatment system with a capacity of 80 m3/day was installed in the hospital in December 2021 with WHO support, partly solving the difficult situation. Raw water from a small canal connected to the big irrigation channel is pumped to the hospital by a pumping station which is 2 km far from the hospital and stored in a reservoir with a temporary structure (lining layer at the bottom).

Current situation:

• Twice a year, the big irrigation channel has to be closed for harvesting rice for about 30-50 days/each harvesting season, leading to no raw water for the system in the hospital. The hospital can’t receive inpatients in these periods. Medical services are disrupted due to the lack of water.
• The current reservoir (160 m3) only can contain water for treatment within 2 days. After 2 years, the lining layer was no longer in a good condition, leading to the leakage of water at the bottom. This temporary structure doesn’t allow good maintenance and cleaning the surface, causing a concern of hygiene.

Rationale for support:

• Additional water source is very critical for the hospital to overcome difficulties in the shortage of water
• Additional water source will be very important to not only meeting water demand from the hospital but also helping the hospital maintain a good model for CC resilient HCF as required by the WSP principle that a standby water source is always necessary, especially in extreme weather conditions.
• Changing in the structure of the reservoir is necessary to be more stable and better hygiene to ensure water quality. This APW aims to pursue a contract with a capable supplier who will provide a required raw water supply system, including a pumping station, pipe system and a reservoir, meeting technical specifications at the hospital.

• Start date: 15 April 2024
• End date: 15 June 2024

3. Work to be performed

Method(s) to carry out the activity

The contractual partner should cooperate closely with the WHO Country Office in Viet Nam and Yen Thanh District Hospital throughout the whole contract period.

It should ensure that the required raw water supply system will be fully integrated with the existing surface water treatment system which was provided by GM company under WHO support in 2021. The contractual partner needs to conduct a technical survey and assessment for design, budget estimate, construction and installation of the following main components:

• Required raw water supply system at Vang creek (Khe Vang): a pumping station, pipe network and a raw water concrete reservoir at the hospital
• Minimum technical specification: please refer to the Annex

Selected site: Vang creek and Yen Thanh District Hospital, Yen Thanh district, Nghe An Province

Outputs:

Output: Technical survey and assessment, design, construct, install and put into operation of the required raw water supply system meeting minimum technical specification at the hospital

• Deliverable 1.1: A technical survey and assessment report to prepare for design
• Deliverable 1.2: The required raw water supply system, including a pumping station at Vang creek, pipe network from Vang creek to the hospital and a concrete reservoir at the hospital, meeting minimum technical specifications to be designed, constructed, delivered and installed
• Deliverable 1.3: A training on operation and maintenance (O&M) for the required raw water supply system provided to the operators of surface water treatment system of Yen Thanh District Hospital.

4. Specific requirements

The bidder should submit the following documents:

• Technical proposal on how to carry out the tasks and meet technical specifications (please refer to the Annex)
• Financial proposal (sealed in separate envelope)
• Documents to prove the following requirements:

The technical and financial proposals should include the following sections:

• Profile of the bidder including experience in providing raw water supply service
• Background information on water source, technology of water supply system
• Technical arrangement: configuration of the system, construction, installation and operation
• Training arrangement: training materials, training schedule and implementation, operation and maintenance manual

Requirements for the company / institution:

• Business licence on raw water supply system registered in Viet Nam
• Demonstrated experiences in working on the required raw water supply system

Requirements for the project leader:

• At least 5 years of experiences in the area of water supply system

7. Travel
The contractual partner’s team is required to travel to the selected HCF for implementation. Cost should be included in the proposal.

8. Budget
Please take note of the following when submitting proposal:
- The contractor will be responsible for paying taxes, if any.
