BACKGROUND
The USAID/Vietnam Higher Education Development Support (HEDS) Project is a five-year initiative (September 2023- August 2028) to support the leadership of the Ministry of Higher Education and Training (MOET) in creating an updated enabling environment so that Vietnamese higher education can flourish. HEDS also supports MOET in creating a roadmap for digital transformation of the sector and provide partnerships for select Vietnamese universities to internationalize key science and technology-related programs. This will help Vietnam develop the human resources to realize its ambitious socioeconomic development goals.
OBJECTIVES
The objective of this research is twofold:
- Identify key achievements of the implementation of the Law on Higher Education
- Define key challenges for higher education development related to governance framework for higher education.
SPECIFIC TASKS AND DELIVERABLES
Task 1: Support for interviews with key person in universities:
- Confirming the interviews with the intended interviewees.
- Confirming the venues and times for interviews.
- Supporting the team lead in conducting the interviews and taking notes of the content of the interviews.
- Making recordings of the interviews (with participant’s consent).
- Supporting the team lead in administrative matters of the interviews.
- Summarizing the interviews in both English and Vietnamese.
Deliverable:
- Recordings of the interviews.
- Summary of the interviews in English and Vietnamese language.
Task 2: Support for focus group discussions according to pre-defined questions:
- Confirming the focus group discussions with the intended participants.
- Confirming the venues and times for discussions.
- Informing the participants about the purpose of discussion.
- Supporting the team leader in conducting the discussions and taking detailed notes of the content of the discussions.
- Support the team leader in administrative matters of the discussions.
- Making recordings of the focus group discussions (with participant’s consent).
- Summarizing the discussions in both English and Vietnamese.
Deliverable:
- Recordings of the group discussions.
- Summary of the group discussions in English and Vietnamese language.
- Comments on the main points of the discussions.
Task 3: Review and synthesizing the results of the interviews and discussions.
Deliverable:
- Synthesis of the interviews.
- Synthesis of the discussions.
- List of key issues identified by topics.

REQUIRED QUALIFICATIONS
- Preferably a master’s degree or higher in Education, Social Science, or Public administration.
- Skills in organizing and conducting qualitative studies.
- Good communication skills.
- Good English skills.
- Knowledge about the higher education system is a plus.
