Monitoring and Evaluation Manager/Technical Lead

JOB ANNOUNCEMENT

Samaritan’s Purse is a Christian humanitarian organization providing aid to hurting people around the world. With a sustainable history working in Vietnam, Samaritan’s Purse has developed strong relationships with partners to conduct projects in 6 sectors: health, WASH, education, protection, livelihood and relief.

Samaritan’s Purse in Vietnam’s projects are being implemented in Hanoi, Quang Nam, the central province of Vietnam, Tra Vinh, the south of Vietnam and across the northern provinces of Lao Cai, Yen Bai and Lai Chau where the majority of people are from ethnic minority groups, often the most vulnerable or marginalized sections of the population.

We are now seeking highly qualified candidate for the following position:

Position Title:            Monitoring and Evaluation Manager/Technical Lead

Grade:                       Senior Program

Position Duration:    01 Year with possibility of extension based on performance and funding

Duty Station:            Hanoi or HCMC with frequent travel to project locations

Reports To:               Senior Programs Manager

Job Summary:

This position is responsible for the monitoring and evaluation (M&E) of projects. This includes measuring achievement of project indicators against agreed targets. Additional responsibilities include extensive reporting, data analysis, and provision of support to managers to create monitoring and evaluations strategies for each project. The role includes training and knowledge sharing with local and international staff.  

This is both a very technical and interpersonal role. It requires extensive interaction with data and team members responsible for implementing projects. A significant portion of time is spent collating, reviewing, reporting and making use of data in order to ensure system integrity and draw out lessons learned. In addition, the position supports development of internal and external proposals, reporting, and documentation.

Key Responsibilities:

  • Project Monitoring and Evaluation:
  1. Collaborate with the PDO, SPM and Programs staff to support the development of logical frameworks, result and activity targets as well as monthly reporting templates.
  2. Collaborate with the PDO, SPM and Programs staff to develop beneficiary and community selection criteria, baseline and final evaluation questionnaires and quarterly monitoring plans.
  3. Travel to project areas and conduct qualitative and quantitative surveys, cleaning and analysis of data collected and produce result reports.
  4. Ensure high level of integrity with project data at all levels, throughout the project cycle.
  5. Maintain a central database, managed by the PDO to capture relevant project information (including location, beneficiaries, etc.) for past, present and future projects. Ensure that database is regularly updated with the most recent/relevant information.
  6. Through site visits monitor all program activities, gather lessons learned and impact stories throughout the program implementation and submit quarterly field reports.
  • Reporting: 
  1. Verify and validate reports (monthly, progress, final, situation and ad hoc)
  2. Ensure accurate reports are submitted by the SPV office to IHQ, government stakeholders and donors through reliable verification of data.
  • Capacity Building:
  1. Provide M&E technical support on systems, tools and skills to Program Managers.
  2. Ensure information dissemination and coordination between Program Managers, PDO and other staff around data, lessons learned, progress, reports, etc.
  3. Assist in capacity building of staff in areas related to M&E, including conducting trainings, workshops and provide one-on-one support as needed.
  • Other Responsibilities:

Education/Experience Needed:

  • Bachelor’s Degree in social sciences, economics, statistics or other relevant field of study
  • Experience in monitoring and evaluation of humanitarian projects
  • Experience in data analysis and report writing
  • Management and capacity building experience of national staff in NGO programming (preferred).

Skills Required:

  • Fluency in English and Vietnamese - written and spoken. Excellent communication skills.
  • Ability to coordinate activities with other departments while building positive working relationships.
  • Willingness to travel in and out of field
  • Good interpersonal, written and verbal, communication skills 
  • Excellent organizational and time management skills
  • Proficient in Microsoft Office programs and strong mathematical, analytical, and reasoning abilities
  • Experience in development of logical framework, monitoring and evaluation tools, database management, capacity-building and/or program support
  • Good working knowledge in qualitative and quantitative statistical analytical software.
  • Compliance with SPL mission, core values and competencies.

Samaritan's Purse in Vietnamis a Christian nonprofit organization. Candidates having working experience in a similar kind of organization will be an advantage.
