The priority area environmental policy and sustainable use of natural resources is covered by the “GIZ Green Cluster”. The Green cluster currently comprises a total of four teams in the thematic areas of climate policy, coast and water, agriculture, biodiversity and forests. The thematic area “biodiversity and forests” includes the project “Upscaling of sustainable forest management” in Vietnam (SFM Project). The project is financed by the German Ministry for Economic Cooperation and Development (BMZ) through the German Climate and Technology Initiative (DKTI) with counter-part funds from the Vietnamese Government. It is jointly implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and the Management Board of Forestry Projects (MBFP) under the Ministry of Agriculture and Rural Development (MARD).
The project’s overall objective is: “Progress has been made in the transition to sustainable, climate-friendly forest management.” The project is expected to achieve its objectives at the end of the project lifetime in September 2024 through the implementation of the three following outputs:
- Output 1: The legal and institutional prerequisites for the transition to sustainable and climate-friendly forest management are established.
- Output 2: The capacities of relevant actors in the forestry sector for the transition to sustainable, climate-friendly forest management are strengthened.
- Output 3: Information and instruments for financing the transition to sustainable, climate-friendly forest management are available to relevant actors in the forestry sector.
With a focus on output 2 and 3, the SFM Project requires a qualified local candidate for the position of
Project Officer for Sustainable Forest Management
Duty station: Ha Noi
Duration: Starting from ASAP to 30 June 2025 with option for extension
Main tasks:
- Provide technical advice and on-the-job support to partnering forest companies, Protection Forest Management Boards (PFMBs), training institutions and other partners at provincial or central level in sustainable forest management including operation of timber plantations, timber value chains, forest and climate finance, forest carbon, wind risks and pests in plantations, forest and biodiversity protection in close cooperation with the service provider involved in the implementation of the project
- Supports the digitalization of training modules in close exchange with forest training institutes and other service providers for capacity development for sustainable forest management
- Conceptualization, preparation and implementation of activities, studies, events and trips including drafting and presenting concept notes, writing ToR for external experts, quality assurance of deliverables, and stakeholder liaison.
- Design, preparation and implementation of workshops, seminars and other events including participant management
- Ensures that activities are aligned with project objectives and principles as well as coherence among activities within other work packages
- Liaison and coordination with partners, consultants, and target group in the area of responsibility
- Coordination of project activities (design and quality control of activities), including technical supervision and coordination of the contracting procedures for consultants in close cooperation with other service providers involved in the implementation of the project
- Conducts structured and regular monitoring in their working area, contributes to overall reporting and knowledge management
- Compiles, reviews and enhances project reports and products for distribution and publication
- Capitalizes on potentials to make positive contributions to gender equality in working area in close coordination with gender focal points.
- Prepares materials in English and Vietnamese and supports with translations and interpretation as required
- Performs other duties and tasks at the request of management
Minimum requirements:
- Master’s degree in forestry, environmental economics, natural resources management, sustainable development, environmental studies or similar
- 4 years of experience in the forestry, environmental economics, or natural resource sector;
- 2 years of experience in international and technical development cooperation related to sustainable forest management;
- 2 years of experience in working with Government institutions related to sustainable forest management;
- Sound understanding of the Vietnamese context related to sustainable forest management
- Ability to work in a structured, self-organized way and working autonomously.
- Excellent written and verbal communication skills in Vietnamese and English
- Willingness to travel to project sites for work within Vietnam and possibly for short trips abroad, if necessary;
- Good digital literacy including knowledge of MS Office (Word, Excel, PowerPoint) and willingness to work with digital tools such as MS teams for day-to-day work. Understanding of e-learning platforms such as Moodle and modelling approaches is an advantage
- Ability to work effectively as a team member, cooperatively and support other team members, show initiative when required
- Ability to manage multiple demands and prioritise tasks, trouble-shoot, and to meet short- and long-term deadlines
- Flexibility and willingness to perform other duties and work irregular hours when required
- Excellent interpersonal skills, including patience, diplomacy, willingness to listen and show respect for colleagues
