For an expert consultant to develop the standardized nomenclature system to support an Electronic System

for Health Facility Indicators Monitoring (ESIM)

Project Background and Objectives:

PATH is a global organization that works to accelerate health equity by bringing together public institutions, businesses, social enterprises, and investors to solve the world’s most pressing health challenges. With expertise in science, health, economics, technology, advocacy, and dozens of other specialties, PATH develops and scales solutions—including vaccines, drugs, devices, diagnostics, and innovative approaches to strengthening health systems worldwide.

PATH is working with Vietnam Administration of Medical Service (VAMS), a department under the Ministry of Health (MOH), to implement a project named Strengthening Oxygen Utilization and Respiratory Care Ecosystems (SOURCE) with 4 main activities: (1)  development of a guideline to help health facilities establish a medical oxygen system that meet medical service demand; (2)  development and deployment of an eLearning platform and eLearning program on respiratory intensive care for health workers; (3) conducting an oxygen demand study at health facilities; and (4) development and deployment of an on-line platform to monitor types and quantities of medical devices, human resources, and technical capabilities at health facilities (or, an electronic system for health facility indicators monitoring [ESIM]).

Under activity 4, PATH is looking for a consultant who will support to develop the nomenclature system that will help standardize data from all health facilities reported to the ESIM.

Roles and Responsibilities

• Review and revise the data standard criteria and data format (developed by VAMS and PATH)  to support the ESIM.
• Lead the TWG team to develop nomenclature (ID, concept and description) for Scope of medical professional practices Health facility departments (the TWG team established by VAMS), and Group/Categories medical devices by applied Global Medical Device Nomenclature (GMDN).
• Develop the nomenclature (included: ID, concept and descriptions) to support the ESIM, including:

1. Defining Health facility departments.
2. Defining the Scope of medical professional practices.
3. Defining the Group/Categories medical devices by applied Global Medical Device Nomenclature (GMDN).

Note: the consultant is not required to develop software and will not access to personal identification data.

Qualifications

• Doctor of Medicine degree to be considered for the position.
• Has experience in deploying digital health information such as EHR/EMR, HIS, LIS, PACS/RIS, ...
• Has extensive experience in implementing digital health information nomenclature at health facilities in Vietnam and possesses good knowledge of SNOMED-CT, ICD, LOINC, ICNP, ICHI, GMDN,…
