National consultant to provide technical assistance in the areas of HIV,
viral hepatitis and STIs to the Universal Health Coverage - Disease Control (UHC-DC) team
of the World Health Organization Representative Office in Viet Nam
1. Background
Viet Nam is home of nearly 8 million people living with HBV and HCV and 250,000 people living with HIV. HCV and HBV are leading causes of cirrhosis, liver cancer and liver-related deaths in Viet Nam. Viet Nam is also one of the high burden of tuberculosis (TB) countries in the world with 172,000 new cases in 2022 including 4,300 people had HIV positive. Consequently, TB and viral hepatitis are major causes of death among people living with HIV. Increasing trend of sexually transmitted infections (STIs) especially among men who have sex with men (MSM) and emerging anti-microbial resistance of gonorrhoea in Viet Nam has been reported. To address these critical public health issues, the government of Viet Nam aim to ending AIDS Epidemic by 2030 and Tuberculosis by 2035 and moving toward elimination of viral hepatitis as public health threat also by 2030. To achieve these elimination goals, it is critical to address the current barriers related to access to testing, diagnosis and treatment of these diseases including monitoring drug resistance.
The Ministry of Health has requested the WHO Representative Office in Viet Nam to continue providing technical assistance to the government of Viet Nam to achieve the national elimination targets including enhance primary health care facility to enable to provide essential services through decentralization and integration of HIV and viral hepatitis services at district health facilities, empower community to provide testing services to key populations who are at substantial risk of HIV, hepatitis C and STIs, and monitoring drug resistance of HIV and STIs.
The above activities will contribute the achievement of the WHO strategic priorities on improvement of grass roots health care, as a key part of quality, people-centred integrated health service delivery, focusing on essential health services & functions to meet health needs of the population, reaching the unreached & strengthening the impact of disease-specific programs.

3. Work to be performed
Method(s) to carry out the activity
The consultant is required to work full time at WHO office during consultancy period to formulating and managing the implementation of the WHO supported - demonstration pilot projects including coordination of relevant stakeholders, monitoring, supervising of the technical team; conducting evaluation and development of report for disseminations.
Output/s
Under the overall supervision of the UHC-DC Team Coordinator, the consultant will support the UHC-DC team on the following outputs:
Output 1. Technical support provided to manage the implementation of the demonstration pilots on integration of HCV and HIV viral load testing using existing Expert machine system including monitoring, supervision and evaluation.
Output 2. Technical support provided to CSO to manage the implementation, and impact assessment of the pilot study on distribution of HCVST and use of HIVST for monitoring PrEP
Output 3. Technical support provided to implement Enhanced Gonorrhoea Anti-Microbial Resistance Surveillance Programme (EGASP) including monitoring and evaluation
4. Specific requirements
a. Qualifications required:
Essential: University degree on medicine or public health with post graduate training on clinician management or laboratory of infectious/tropical diseases.
Desirable: Master’s degree or higher in the areas of infectious disease including clinical management or laboratory
b. Experience required:
Essential: At least 5 years of experience in programme management, clinical management or laboratory of infectious disease.
Desirable: Strong experiences in doing research/programme evaluation with good track record.

5. Place of assignment
Under the guidance of the UHC-DC Team Coordinator and relevant technical staff, the consultant will be based on WHO Viet Nam office.
6. Medical clearance:
A fitness to work clearance is needed.
7. Travel:
The consultant is expected to travel within the country during the contract period. Any travel will follow the appropriate WHO rules and regulations for travel and be arranged by WHO.
8. Budget
Please take note of the following when submitting application: the contractor will be responsible for paying taxes, if any.
