OVERVIEW OF THE FUNCTIONS OF THE POST

The position is at SC 8 level.

The service contract is with possible extension subject to the availability of funds and performance

UNESCO Hanoi is launching a new project in Viet Nam as part of the regional programme “Sustaining Our Oceans: Building healthy relationships with oceans in South-East Asia through Education for Sustainable Development (ESD)” (2024-2025). The project aims to build healthy relationship with oceans through education and using selected sites designated by UNESCO (e.g. biosphere reserves), which are located in marine and cost areas. Cu Lao Cham-Hoi An Biosphere Reserve in Quang Nam Province and Can Gio Mangrove Biosphere Reserve in Ho Chi Minh City are partners in the project in Viet Nam.  

Under the overall authority of the Head of UNESCO Hanoi Office and under the direct supervision of the Education Programme Specialist, the Incumbent will contribute mainly to planning, implementing, coordinating and monitoring the above project, as well as other activities related to Education for Sustainable Development (ESD).

Long Description

The incumbent is expected to undertake the following assignments:

  • Contribute to the implementation of the above mentioned project towards the achievement of the project objectives, and ensure timely delivery of outputs/deliverables per the approved project document and work plans;
  • Organize individual activities, by mobilizing and engaging experts, both from UNESCO and outside, as well as competent and relevant organizations to contribute to the project; provide technical inputs in order to ensure the quality of deliverables, including analytical reports, educational materials and communication resources linked to the project and other ESD related activities;
  • Assist in managing the financial and administrative aspects of the project and prepare and/or make revisions of the work plans and budgets in the course of implementation; draft TOR of agreements/contracts for partners and consultants, monitor the progress and coordinate preparation of supporting documents; manage the day-to-day implementation of the activities under the project;
  • Coordinate logistical arrangements related to the implementation of the project and ESD related activities, in close consultation with the government counterparts and partners, such as organization of missions and events at both central and provincial levels; 
  • Contribute to boosting the visibility of the project and UNESCO’s work related to ESD; work closely with the communication officer and relevant partners to ensure good media coverage about the project activities, produce attractive communication materials and coordinate advocacy campaigns;
  • Maintain close communication with partners (biosphere reserve management offices, DOETs and other government agencies and partners, relevant departments in the Ministry of Education and Training (MOET) and other relevant Ministries), including regarding matters related to contracts and partnership agreements, as well as the donor and UNESCO Bangkok Regional Office; help organize and participate in meetings with them and prepare summary points of the discussions;
  • Assist the Programme Specialist in implementing and expanding activities related to ESD; explore new partnerships; contribute to brainstorming sessions within the office and consultation meetings with partners, and the preparation of a concept note and a project proposal;
  • Report on the progress of activities/expenditures on a regular basis to the Education Programme Specialist; contribute to preparation of the progress reports;
  • Perform any other tasks as deemed appropriate by the Head of Office and/or the Education Programme Specialist.

REQUIRED QUALIFICATIONS

  • At least BA in education, economics, social sciences, developmental studies, or other relevant areas. MA is an asset;
  • At least 4 to 6 years of a proven record of professional experiences in managing projects and activities in related fields (e.g. education for sustainable development and environmental education – specific experiences related to ocean education, climate change, biodiversity, waste management, etc. would be an asset; youth development and actions); experiences in an international organization are a strong asset;
  • Fluent in English and Vietnamese.

DESIRABLE QUALIFICATIONS

  • Project management skills;
  • Analytical skills, ability to collect, synthesize and analyze information;
  • Understanding and knowledge of education for sustainable development and environmental education;
  • Excellent verbal and written communication and presentation skills in English and Vietnamese;
  • Good IT, knowledge management and social networking skills, good understanding of emerging communication and information technologies and their potential uses;
  • Knowledge and practical experiences in communication activities is an asset.
