Project Objective

SI is implementing the USAID/Vietnam Learns Contract. The scope of the five-year project is to support USAID/Vietnam staff and its implementing partners to implement more efficient, effective, and sustainable programs by (1) improving staff knowledge and skills in Monitoring, Evaluation & Learning(MEL) and Collaborating, Learning & Adapting (CLA); (2) advancing evidence-informed decision-making; (3) strengthening strategic collaboration between staff and local stakeholders.

Position Background

USAID is supporting three leading universities, Vietnam National University Hanoi (VNU-HN), Vietnam National University Ho Chi Minh (VNU-HCM), and University of Da Nang (UD), to become more sustainable, accountable, and autonomous.

USAID Learns seeks a local consultant to support consultations with the three universities and other stakeholders to inform the priorities for collaboration. The consultant will report to a staff from USAID Learns and will work closely with the point of contact from USAID during this consultancy.

**Please note: This is a local position.**

Responsibilities

Specific tasks (but are not limited to):

  • Coordinate consultation meetings between USAID/Vietnam Higher Education team and partner universities.
  • Take notes of technical consultation meetings and develop summary reports.
  • Conduct consultation meetings with other partner universities for their feedback on the project description.
  • Adapt the project document that reflects the outcomes of the consultation, and feedback from stakeholders

Deliverables

  1. Summary reports of the consultation meetings with detailed notes of meetings and exchanges with related stakeholders (in English, and Vietnamese)
  2. Revised Project Document taking into account the outcomes of the stakeholder consultations and feedback (in English and Vietnamese)

The anticipated level of effort is up to 18 days for the period of June – September 2024, with traveling to Da Nang and Hanoi

Qualifications

  • Bachelor's degree in social science, education management, or related fields
  • Demonstrated excellent writing and spoken English skills are required.
  • Have  experience working with higher education institutions in Vietnam
  • Demonstrated ability to diplomatically coordinate work between GVN stakeholders and international organizations.
  • Native fluency in Vietnamese and in-depth knowledge of the operating environment in Vietnam.
