The Meeting Targets and Maintaining Epidemic Control (EpiC) is a global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the United States Agency for International Development (USAID). EpiC Vietnam’s goal is to deliver efficient, affordable, results-based technical assistance and direct services while closing remaining gaps in Vietnam’s efforts to meet HIV epidemic control targets and address the global COVID-19 pandemic.

SCOPE OF WORK

The qualified individual will be responsible for (1) support the key researcher in development of a directory of existing services in mental health and psychosocial support (MHPSS) in Ho Chi Minh City (HCMC) including those targeting the public and specific target groups (specifically healthcare workers) in collaboration and orientation of FHI 360 and Ho Chi Minh city Department of Health and (2) identifying benefits and challenges for use of each service.

The consultant will perform the following tasks:  

  • Work with HCMC Department of Health (HDOH), local experts, and EpiC and key researcher to determine how services should be categorized and the planned output of the desk review.
  • Schedule and conduct interviews
  • Maintain quality standards to preserve the integrity of data and findings including but not limited to refining raw data
  • Analyze data using various statistical methods under guidance of key researcher
  • Produce payment and consent form report for key informants
  • Support with writing reports to summarize data and the implications of the results

QUALIFICATIONS

  • -          Bachelor’s degree in psychology, public health, health sciences, social work, or related fields.
  • -          Experience in epidemiologic and social research is an asset;
  • -          Computer proficiency in word processing;
  • -          Good communication skills, able to work well with government and communities;
  • -          Computer proficiency in word processing, databases, and spreadsheets;
  • -          High degree of self-motivation, ability to work independently with tight deadlines;
  • -          Excellent communication and interpersonal skills; ability to interact with external and internal audiences of various types and levels; Spoken and written fluency required in English and Vietnamese.

INSTRUCTION TO BIDDERS 

FHI 360 is requesting quotations from qualified Vietnamese nationals.  Interested parties must submit the required documentation: 

  • CV or Resume
  • Cover letter explaining relevant experience working on SHI, modeling costs, working with government officials, operating under international donor regulations, and language skills
  • Financial proposal in VND for required services, broken down by deliverable area and articulating the day rate and similar contract of consultancy
