Subject: RFP to conduct the survey and develop Communication Training Need Assessment Briefing Note on Energy Efficiency and Sustainable Energy topics for Public Media network and Conduct one TOT session for public media participants         

Dear Participant,

The United States agency for International Development Vietnam Low Emission Energy Program (V-LEEP II) implemented by Deloitte Consulting LLP is a five-year program ending in September 2025. USAID will help Vietnam continue its transition to a clean, secure and market-based energy sector by increasing the deployment of advanced energy systems, improving energy sector performance, and increasing competition in the energy sector. V-LEEP II has received the “Official Development Assistance” (ODA) status from the Ministry of Industry and Trade (MOIT) on March 7, 2022 via MOIT Decision No. 283/QD-BCT.

V-LEEP II is looking for a service provider to conduct the survey and develop Communication Training Need Assessment Briefing Note on Energy Efficiency and Sustainable Energy topics for Public Media network and Conduct one TOT session for public media participants under the supervision of the Energy Efficiency and Sustainable Development Department (EESD) of MOIT.

II. Instruction for proposal submission

• Deadline for proposal submission is Wednesday, June 05, 2024 at 12:00pm (ICT) and due electronically via email to [email protected] and [email protected]
• Questions should be sent no later than Tuesday, June 04, 2024 at 12:00pm (ICT)   via email to [email protected] and [email protected]
• Proposal should include your company profile, examples of previous works illustrating the Required Qualifications (see Annex), technical proposal and cost proposal for the work.
• Proposal must separate cost proposal and technical proposal into two separate files.
• Cost proposal must be in VND.
• Must separate any IT related service/software or equipment that is needed for the implementation of the work in the cost proposal.
• Must include all Other Direct Costs (ODCs), Value Added Tax (VAT), Personal Income Tax (PIT) and bank transfer fee to the cost proposal where applicable, in separate line items. Please incorporate any discounts into the unit cost as well as the extended cost.
• Preferred language to be used in proposal and other supporting documents: English
• Period of validity of proposal starting the Submission Date: 90 days
• Evaluation criteria: Technical responsiveness /Full compliance to requirements (80%) and price (20%)
• Type of contract to be signed: Micro Purchase Order. The Purchase Order will be liquidated based on the confirmation of satisfactory completion of all required deliverables by V-LEEP II. The value of the Purchase Order is capped at $10,000.
• Expected date of signing contract: Monday, June 07, 2024
