Project Finance Officer (Senior Position)

SNV Vietnam’s team works hand-in-hand with communities, government agencies, and businesses in more than 40 provinces, including the remotest and poorest areas of the country. We operate from a country office in Hanoi as well as project offices in Ho Chi Minh City, Tra Vinh, Da Lat and Buon Ma Thuot. Our work focuses on three sectors – Agri-Food, Water and Renewable Energy.

The RESTORE project, aiming at restoring degraded agricultural and forest land, while improving smallholder farmers (SHFs)’ livelihoods through the market-driven promotion of agroforestry and forestry-based sustainable land management practices. The project is also expected to sequester carbon dioxide and generate carbon credits, which will be distributed among the project funder, the participating communities and the project leader. Moreover, the project will improve biodiversity and green corridors in the landscape by connecting mixed agricultural crops/trees, buffer zone and enriching core zones of protected areas (special-use forests). The project is designed to be implemented in Lam Dong and Son La provinces.

SNV Vietnam is now seeking a dynamic and highly motivated Project Finance Officer (senior position) to support the inception phase of the Project in Lam Dong and Son La province.

Job Description

Under the supervision of the Country Finance Manager, the Project Finance Officer will be based in Hanoi office and ensure project finances are well set-up, planned, monitored, controlled and reported.

The Project Finance Officer is expected to perform the following tasks working closely with Treasury group, Project Managers, Project Directors and other staff involved in project finances and planning.

The assignment is expected to comprise the following tasks and responsibilities:

1. Financial Advice and Information

  • Support the preparation of project budgets and Full cost Recovery (FCR’s) budget
  • Provide the Country Finance Manager and Project Manager with project financials for the Country Annual Plan and Mid-Year Review.
  • Familiarization with the project budget, the translation to the relevant project documents as per the project management procedures, all donor requirements, reporting dates, formats and SNV internal reporting requirements.
  • Support the Project Manager in preparing budget revisions compliant with SNV and donor procedures and guidelines.
  • Monitor project contracts and contribute to efficient planning and time management of the members of the project, including staff, Local partners (LCB’s) and consultants.

2. Financial Accounting and Administration

  • Ensure financial transactions are recorded according to the Project Administration Memo (PAM), project management procedures and SNV Financial procedures.
  • Review and check data, time and costs booked to the project are according to the project management and financial procedures, check periodically (weekly and monthly) together with the Project Manager and correct errors where necessary.
  • Executes, checks and consolidates all necessary activities and checks to assure complete and correct allocation of project costs, in line with financial regulations, SNV financial standards and guidelines and donor requirements.
  • Organize, document and archive relevant documentation, keep files complete and up to date and maintain quality and accessibility of archive and files, conform to administrative and filing procedures.
  • Ensure all supporting documents for donor reporting are made available according to donor requirements and as per project management procedures.
  • Support internal and external audit exercises.
  • Timely prepare donor invoices in conjunction with Project Manager and Project Director

3. Financial Planning and Control

  • With the support of the Project Manager and other project staff, prepare timely, complete and accurate financial reports to the donor according to donor guidelines and compliant with the project management and financial procedures.
  • Provide monthly reports, including cash flow forecasts, budgetary controls and up to date overview of the financial project status to the Project Manager, Project Director, Country Finance Manager, explain deviations and propose corrective measures.
  • Provide the financials of the quarterly Project Review Report (PRR) explain deviations and propose corrective measures, and support the Project Manager in completing the other topics of the PRR.
  • With the support of the Project Manager and other project staff, prepare monthly financial planning and forecast for the current year and for the entire project duration.
  • Executes the budgeting process and periodically forecasts and supports control, monitors (audit) all financial related activities within the project.
  • Supports budget holders in complying with internal and external procedures, SNV and donor guidelines for financial administration.

4. Donor reporting

  • Provides financial reports to meet both internal and external donor requirements.
  • Supports the Project Manager in being compliant to internal- and external procedures and regulations and SNV and donor guidelines regarding the financial administration of projects.
  • Estimates financial risks and takes necessary precautions. Ensures accurate and comprehensive reporting to donors within agreed timelines, aligning with donor and SNV financial guidelines.

5. Support to Business Development

  • Assists in development of budgets in proposals up to budget value of the Opportunity.
  • Assists in developing budgets for proposals, taking a leading or supporting role in the financial aspects of proposals from initiation to submission.
  • Guides and oversees qualification process for grants if applicable.

6. Deliver other tasks to be determined by Country Finance Manager.

Qualifications

Education and Experience:

  • A Bachelor degree in finance and accounting
  • A Master’s degree in the related field will be an added advantage
  • At least 10 years relevant working experience in financial accounting of which at least 3-5 years in project accounting/control or finance management  
  • At least 5 years of relevant working experience with international organizations or development organizations or development projects and familiar with donor compliance, taxation and risk management
  • Demonstrated work experience and knowledge of fund management, donor regulations and compliance issues related to management of donor funding and financial reporting
  • Experience with financial systems
  • Experience with SAP (SAP by Design) is an added advantage
  • Experience of working in a multicultural environment
  • Willingness to travel to project offices
  • Experience in working with stakeholders at all levels (province, district, commune), and with mass organizations
  • Demonstrated ability to work independently
  • Committed, responsible, creative, and enthusiastic

Additional information

CONTRACT DURATION

8-month employment contract with the option of extension based on performance and donor’s approval.
