BACKGROUND

FHI 360 is an international non-governmental organization that, in Vietnam, promotes the health and well-being of the Vietnamese people, particularly vulnerable and marginalized populations. It works with the Vietnam Ministry of Health and other national bodies, as well as provincial and district-level health services to achieve project aims. FHI 360 is currently implementing programs to address HIV and TB prevention, testing, and treatment; combatting trafficking in persons; COVID-19; anti-microbial resistance; health system strengthening; non-communicable diseases; maternal and child health and nutrition; and diagnostic and laboratory services. 

The Meeting Targets and Maintaining Epidemic Control (EpiC) is a global project focused on HIV, COVID-19, and combatting trafficking in persons using funding from the President’s Emergency Plan for AIDS Relief (PEPFAR) and the United States Agency for International Development (USAID). EpiC recognizes that HIV-focused interventions must acknowledge the role of chemsex and individuals that engage in chemsex to be their most effective.   

EpiC is seeking a qualified local consultant or consultant team to conduct a mapping of needs and interventions, or other services related to chemsex at community-based organizations and public health facilities providing HIV services in Can Tho, Dong Nai, Hanoi, Ho Chi Minh City, Tay Ninh, and Tien Giang.

Goal: Comprehensive landscape analysis of chemsex-related services at community-based organizations (CBOs) including those with legal status (social enterprises (SEs), and public health facilities in Can Tho, Dong Nai, Hanoi, Ho Chi Minh City, Tay Ninh, and Tien Giang, including articulation of potential barriers and/or gaps in services, and recommendations to address gaps in the next two years (in the form of a technical assistance framework).

Objectives:

  • Assess service provider (CBOs/SEs & health facilities) understanding of chemsex, current strengths, and barriers to implementing chemsex interventions
  • Map the landscape / current status of service provision related to chemsex among CBOs/SEs and health facilities supported by EpiC in focus provinces (at least 6)
  • Document services and tools that assessed organizations and facilities are using that are relevant to chemsex
  • Identify gaps in chemsex services and necessary interventions to fill those gaps

SCOPE OF WORK

The qualified individuals or consultant team will include, but not be limited to the following:

  • Participate in consultation meetings with key local stakeholders and EpiC to understand needs and expectations for the mapping. 
  • Finalize the assessment scope and develop assessment plan including data collection methodology and timeline aligned with project needs.
  • Lead field visits, run focus groups and interviews to collect data using EpiC-approved approved tools and protocol.
  • Analyze data collected and develop service maps for each focus province (and a national services map). Identify gaps/needs and barriers to accessing chemsex services.  
  • Review existing documents and tools used by public and non-government providers including referral services.
  • Develop a chemsex technical assistance framework based on CBOs/SEs & health facilities needs for the next two years. Framework should identify gaps/needs and barriers to accessing chemsex services and suggest concrete solutions. 
  • Prepare final report (in both Vietnamese & English covering all deliverables.

QUALIFICATIONS

  • Advanced degree in public health, health sciences, social work, or related fields
  • Knowledge of amphetamine-type stimulants, chemsex and psychosocial support; experience working with health facilities and community-based organizations
  • Understanding of the needs of key populations and people living with HIV
  • Experience in desk review and mapping resources within the healthcare system
  • Experience in working with international organizations
  • High degree of self-motivation, ability to work independently with tight deadlines
  • Excellent communication and interpersonal skills; ability to interact with external and internal audiences of various types and levels; spoken and written fluency required in English and Vietnamese

FHI 360 is requesting quotations from qualified Vietnamese nationals.  Interested parties must submit the required documentation: 

  • CV or Resume
  • Cover letter explaining relevant experience working on chemsex, working with government officials, CBOs/SEs, operating under international donor regulations, and language skills
  • Financial proposal in VND for required services, broken down by deliverable area and articulating the day rate and similar contract of consultancy
