I. GENERAL INFORMATION
The “Mainstreaming Climate Resilience and Environmental Protection for Secondary Green Cities Development” project with technical and financial assistance from the Global Environment Facility (GEF) and the Asian Development Bank (ADB). The project governing body is the Ministry of Natural Resources and Environment (MONRE), the project owner is the Pollution Control
Department (PCD), the co-implementing agency is the Institute of Strategy and Policy on Natural Resources and Environment (ISPONRE).
The project's goal is to strengthen institutional capacity for environmental protection and climate change resilience for secondary green cities development.
The specific project objectives are:
- Update and revise the Green City Action Plan (GCAP) and improve environmental quality, increase climate change resilience in master urban environmental plans for Ha Giang, Hue and Vinh Yen; Develop financial mechanisms to maintain climate-resilient and green development solutions in the secondary cities.
- Replication in nationalwide of approaches and lessons learned on environmental protection and climate change resilience to serve green development in the secondary cities; pilot models of green production and sustainable consumption, replicating the positive achieved results in Ha Giang, Hue, Vinh Yen to other cities.
- Integrate regulations to promote green production and sustainable consumption, develop green lifestyles, and improve the quality of the urban environment towards climate change adaptation into the national legal system.
To achieve the above goal and specific objectives, the project is designed with 4 components:
- Component 1. Formulated national regulatory framework for an enabling environment for sustainable and resilient cities.
- Component 2. Demonstrated sustainable and resilient development in Ha Giang, Hue, and Vinh Yen.
- Component 3. Prepared and tested innovative climate risk financing in Hue.
- Component 4. Enhanced and replicated integrated and resilient environmental planning at the city and provincial levels
The project is implemented according to the National Implementation Modality (NIM), in which the MONRE has assigned PCD to be the project owner, in coordination with ISPONRE to co-manage and implement Components 1 and 4 of the project. Components 2 and 3 are directly managed and implemented by ADB in collaboration with the People's Committees of 3 provinces of Ha Giang, Vinh Phuc and Thua Thien Hue.
To ensure the resources and implementation progress of the Project, the PMU recruits 01 Project Interpreter cum Secretary (PIS). Job description and specific requirements are as follows:
II. DUTIES AND RESPONSIBILITES
Objective and Purpose of the Assignment
Supporting the Project Management Unit and Project Manager to set up the administrative system and translate.
Scope of Work
The Project Interpreter cum Assistant typically has a diverse and multifaceted role within the project. The general responsibilities and tasks can be outlined as follows:
Project management support:
- Assist the Project Manager in coordinating project tasks and activities.
- Monitor project timelines and deadlines, ensuring that project milestones are met.
- Help manage project resources, including HR, materials, and equipment.
- Coordinate with various departments and consulting partners to ensure resource availability.
Administrative support:
- Schedule and organize meetings, prepare agendas, and record minutes.
- Facilitate communication and coordination among project team members.
- Maintain and organize project files and documentation.
- Assist in the preparation of project reports, presentations, and other documentation.
- Logistical arrangements. This includes visa, transportation, hotel bookings for project staff, consultants and invited guests coming for project activities;
Interpretation and translation duties:
- Provide real-time oral interpretation during meetings, small-scale workshops, and project-related events;
- Assist in communication between stakeholders, including international clients, team members and consultants.
- Translate project documents, reports, materials, and other materials from Vietnamese into English and vice versa.
- Ensure the accuracy and context of the translated content.
Perform other related works as assigned by PMU.
III. REQUIRED QUALIFICATIONS
- At least university degree (master degree preferable) in English language, translation, interntional relations, business administration or a related field;
- At least 03 years of experience as a project assistant, project administrator, interpreter or translator for international organizations or non-governmental organizations;
- Knowledge of government administrative and bidding procedures and familiarity with the government plan is an advantage.
- Working experience for ODA projects, particularly funded by GEF, is an asset;
- Good command of both written and spoken English;
- Good computer skills in common word processing (MS Word), spreadsheet (MS Excel), Vietnamese software;
