Background:

The Beth Israel Deaconess Medical Centre (BIDMC) has implemented the Partnership for Health Advancement Program (HAIVN) in Viet Nam since 2003. HAIVN is a collaboration between Harvard Medical School (HMS), Beth Israel Deaconess Medical Center (BIDMC), and Brigham and Women’s Hospital (BWH). In Viet Nam, BIDMC seeks to contribute to improving the healthcare system by developing the capacity of healthcare providers and by strengthening systems of medical education, healthcare research, and care delivery. Recently, BIDMC was granted a registration certificate (No. 83/CNV-VP?D dated April 8, 2024) to establish a representative office in Viet Nam by the Ministry of Foreign Affairs.

BIDMC is currently implementing a project to strengthen primary healthcare in Viet Nam through decentralization of hepatitis screening, diagnosis, treatment, and care services at the primary care level for the general population. The 4-year project has been implemented at 07 districts in Thai Binh and Phu Tho provinces (2002-2026). In the first two years, the model of care, developed through a co-creation process, was initially piloted in Quynh Phu and Tien Hai districts in Thai Binh province and is now being scaled up in Phu Tho province since July 2024. BIDMC is currently seeking a committed, result-driven Project Officer to assist in the implementation of this project.

Job Location: This position will be based in Hanoi, Vietnam

Overall Responsibilities:

Under the guidance and supervision of the Project Manager, the Project Officer will be responsible for the planning and implementation of project activities. He/she will provide technical assistance to the project personnel and will support coordination between BIDMC and project personnel. The position reports to the Project Manager.

Specific Responsibilities:

The Project Officer will work on day-to-day project activities and undertake the specific functions and tasks as follows:

1.      Assist BIDMC leadership team, the project manager and technical advisers to provide technical support to the project personnel in the selected provinces in the implementation of the model of hepatitis care, through:

  • Coordination and facilitation of technical support and project activities
  • Assistance with preparation of capacity building activities and training packages
  • Participation in meetings, workshops, and training activities
  • Translation and interpretation as needed

2.      Serve as the Point of Contact (POC) and liaison between the selected province leadership and project personnel and BIDMC, through

  • Facilitating communication between the project personnel and BIDMC staff located in Hanoi and Boston
  • Providing regular updates on project activities, including the situation in the provinces impacting the project implementation to BIDMC leadership and technical staff
  • Initiating regular meetings between BIDMC and the project personnel for the purpose of planning and implementing project activities
  • Support BIDMC leadership and HMS advisors and coordinate in introducing and implementing the project concepts, approaches and tools

3.      Plan and coordinate implementation of project activities, through

  • Development and tracking of project work-plans
  • Assisting BIDMC M&E and Research team with monitoring and evaluation of the project as required
  • Identification of project bottlenecks and barriers and suggest potential solutions
  • Ensuring timely, quality delivery of project related reports and deliverables

4.      Perform other tasks as required

Required Experience

  • An advanced degreepreferably in Medicine or Public Health
  • At least 07-10 years working experiences in a similar position
  • At least five years of experiences working in public health projects
  • Professional experience and skills in planning and implementation of public health projects
  • Knowledge of Hepatitis B & C diagnosis, care and treatment is a plus
  • Knowledge of Social Health Insurance (SHI) system and issues and key stakeholders in Vietnam, including experience with MOH and VSS highly desirable
  • Demonstrated ability to work effectively with government counterparts and coordinate various actors such as different Ministry of Health units, other government agencies

Required Qualifications

  • Proven planning, networking, and organizational skills
  • Good personal communication skills to communicate and maintain contact with partners and team members
  • Ability to multi-task and effectively prioritize between many competing tasks
  • Good computer and information technology skills
  • Fluent in oral and written English
