MONITORING, EVALUATION and LEARNING (MEL) ASSISTANT

Transforming Rice Value Chain for Climate Resilient and Sustainable Development of the Mekong Delta (TRVC)

SNV Netherlands Development Organisation (SNV) is a non-profit, international development organization founded 58 years ago, and now operating in 25 countries in Africa, Asia and Latin America. Our global team of local and international advisors use their expertise in three sectors – Agriculture, Energy and Water, Sanitation and Hygiene – as well as the cross-cutting topics of gender, climate change and youth employment to contribute to solving some of the leading problems facing the world today. We work with local partners to equip communities, businesses and organizations with the tools, knowledge and connections they need to increase and gain access to basic services – empowering them to break the cycle of poverty and guide their own development.

SNV has been working in Vietnam since 1995, and currently has over 40 national and international staff. SNV Vietnam operates from a head office in Hanoi and projects in over 41 provinces in the country, including in the poorest and most remote areas.

In the Mekong Delta of Vietnam, SNV Vietnam is implementing the project “Transforming the Rice Value Chain (TRVC) for Climate Resilient and Sustainable Development (TRVC)” in An Giang, Dong Thap, and Kien Giang provinces. The project aims to use a results-based financing mechanism to incentivize private enterprises in the rice value chain (RVC) to invest in scaling sustainable rice production among smallholder farmers (SHFs) and marketing domestically and internationally in the most rice intensive production provinces over five years (2022 2027). It is built on three core strategic objectives, namely (1) improving climate resilience, (2) optimizing rice value chain linkages, and (3) developing carbon markets. The TRVC project aims to build on the successes of the AgResults Vietnam Emission Reduction Challenges Project (AVERP), which piloted the results-based prize incentive model in the Thai Binh province to attract a diverse pool of private sector actors to implement improved rice farming practices.

SNV Vietnam is seeking a highly qualified national candidate to fill the position of Monitoring and Evaluation (“MEL”) Assistant for its programme.

Key Responsibilities

Monitoring and Evaluation (MEL) is crucial for the high-quality implementation of projects and the development and evidencing of our approaches. MEL facilitates data-driven decision-making by showing whether results are coming about as expected, and whether adjustments to project strategies, assumptions, and our approaches are needed. TRVC’s MEL approach is based on a set of quality criteria that support teams to use MEL throughout the project life cycle, from design to closure, to test project strategies, inform potential adjustments and learn what impact the project is having. In practice, MEL means constant analysis, reflection, and improvement of our work – enabling successful tailoring of approaches to local problems and contexts and full transparency for our donors and partners. TRVC already designed a full set of Program logics, MEL and Result Framework for its 5 years implementation.

Under the overall leadership of the Team Leader, the MEL Assistant will be responsible for the following activities:

  • Support MEL officers in implementing established MEL frameworks and data collection to ensure data sufficiency and compliance with donor and SNV standards.
  • Collaborate with project staff and government partners to conduct MEL activities in compliance with planning, monitoring, and quality assurance standards.
  • Assist the MEL team with periodic field monitoring to track project progress and collect, process, and analyze data on results, targets, milestones, performance, and changes throughout the project lifecycle.
  • Assist in data audits, aggregation, and analysis of relevant data to produce MEL reports for periodic monitoring, review, and evaluation of project activities.
  • Support MEL Officers in updating project records (results and milestones) following TRVC’s Work Plan and Deliverables.
  • Support the involvement of primary stakeholders in the MEL process to ensure comprehensive data collection and reporting.
  • Contribute to project learning and reflection
  • Other tasks as required.

Candidate profile

  • Bachelor’s degree in a relevant field such as Development, Sociology, Economics or related field.
  • Minimum of 2 years’ experience in development sector (NGOs, CSO), preferably in research and or monitoring, evaluation and learning.
  • Ability to work effectively in a team and with diverse stakeholders.
  • Proficiency in Microsoft Office and data analysis software e.g. logalto
  • Very good communication and interpersonal skills.
  • Very good written and spoken English and Vietnamese
  • Willingness to travel regularly to project sites
  • Excellent attention to detail

Contract Duration:

1 year contract with the option of extension based on performance and budget availability.

Reporting: the position will report to a Project MEL officer, or assigned by the Team Leader, with close coordination with other Project’s MEL officers, the Team Leader, global PME advisors and other project team members.

Desired start date:  as soon as possible.
