Position: Project Officer
Project Name: The Inclusive Education Project in Vietnam
Employment Type: Full-time staff, initial contract for a year with potential extension
Location: Hanoi, Vietnam with some field travel required to project sites
Report to: Project Manager
BACKGROUND INFORMATION
Microfinance and Community Development Institute (MACDI) is a local NGO established in 2007 in the fields of sustainable livelihood, education, health, gender, environment, and climate change.
MACDI provides management and technical expertise to the inclusive education project for children with disabilities.
PRIMARY RESPONSIBILITIES
The Project Officer will work in close collaboration with other project team members and reports directly to the Project Manager (PM). Whenever required, the Project Officer will also be working in close collaboration with external parties, i.e. government agencies, local authorities and relevant stakeholders and donor. She/he will be responsible for the day-to-day administration and operation for the project.
Primary responsibilities include but are not limited to the following:
- Support the Project Manager in project planning and organizing activities to achieve project goals.
- Maintain positive relationships and regular communication with partners, local agencies and sponsors to successfully complete project goals.
- Prepare project activity reports and expenditure reports. Support writing monthly, quarterly and annual activity reports for the Project.
- Work with Monitoring, Evaluation and Learning (MEL) Officer in the timely and accurate preparation of results-based progress reports to inform decision making process.
- Coordinate project activities, and/or work with consultants and partners in the field.
- Collect information related to the project in the area to serve the management and development of project components.
- Work with the PM and project team members to analyze and report on lessons learned, case studies or stories of changes and other factors that should better inform project implementation and development
- Monitor the approved project budget. Coordinate with accountants to check payment documents and perform administrative work related to the project.
- Work closely with project team members and with government agencies and partners to provide support to conduct relevant meetings, prepare meeting minutes and document findings and recommendations from the project activities with the partners and government agencies
- Work alongside with project team to implement meetings, trainings, advocacy and other related activities conducted by the Project and help integrate innovative content and best practices into project activities.
- Perform other tasks as requested by Project Manager/Director
Qualifications:
- University degree (Master’s Degree is an advantage) in inclusive education, international development, or other related fields
- At least 3 years of work experience, preferable in (I)NGO or international development working context;
- Experienced working in/with Government of Vietnam’s agencies and with people with disabilities desirable;
- Experience in project implementation, community mobilization and participatory approach, including networking/coordination among different local partners.
- Experience in capacity building for local stakeholders/partners.
- Good interpersonal and communications skills in Vietnamese and English
- Ability to take initiative and focus on results. Ability to multi-task and perform under pressure. Ability to work with minimum supervision.
- Must be fluent in English, both writing and verbal communication.
- Proficiency in Microsoft Office.
