CALL FOR CONSULTANCY: National Consultant for Cost Effectiveness Analysis

1. Detailed Description of Tasks to be Performed:

Over three years, the project has implemented the Double X strategy and adapted it to various settings and populations. USAID Support to end TB will conduct assessing and costing of multiple approaches under 2X ACF and ICF models, comparing implementation outcomes and cost per case notified under each approach in different settings. This research will answer questions about where to apply models that are capable of finding people with TB/TBI in hard-to-reach communities or geographies that have a high TB burden but are more resource-intensive. As there are no project staff with expertise of health economics or cost-effectiveness analysis, it is required to outsource qualified researchers as consultants to support in research implementation.

For this purpose, the USAID Support to End TB project is seeking two consultants with knowledge and experience in health economics to conduct a cost-effectiveness analysis study in collaboration with the Vietnam National Tuberculosis Programme. The consultant team will work closely with a technical working group from FHI 360 and the health economics expert from FHI 360 headquarters to ensure the research deliverables meet high standards and expectations.

2. Objectives:

Under this scope of work, the FHI 360 requests consultancy services from the Consultant to perform the following tasks with the specified deliverables and timelines for the period from August 1st 2024 to 31 December 2025:

  • Develop and defense protocol with data collection tools to get approval from local Ethical and Scientific Committee
  • Conduct fieldwork to collect the data
  • Develop the analysis plan and analyze the data
  • Writing and finalize reports (both slide decks and narrative) in English and Vietnamese
  • Develop and submit the manuscript

Note: Additional deliverables and working days may be included in a contract modification to align with the agreed-upon plan

Travel

The consultant is expected to travel to 6 implementing provinces: Khanh Hoa, Tien Giang, Can Tho, An Giang, Dong Thap, Tay Ninh.

Qualifications

  • PhD in Health Economics.
  • At least 7-year experience in Health Economics research, especially Cost-effectiveness analysis.
  • Strong experience on literature reviews, stakeholder consultations, and data analysis related to health indicators and targets.
  • Strong analytical skills for health economics research.
  • Good interpersonal skills.
  • Previous experience working with government agencies, especially in TB-related public health sector.
  • Demonstrated research and writing skills.
  • Good interpersonal skills.
  • Ability to work well with all project staff, implementing agencies, and government counterparts.

Evaluation Criteria

Applications will be evaluated based on the applicant’s experience and qualifications as detailed above.
