The Opportunity - Technology for Development (T4D) Specialist
The Technology for Development (T4D) Specialist is responsible for quality integration of T4D innovations in program design and implementation to advance the T4D Strategy of Save the Children Vietnam. This position will demand a highly motivated, detail-oriented individual who will be able to solve challenges and communicate effectively. S/he will be required to improve current systems from knowledge and experience.

Role Dimensions:
Work closely with designated projects teams, Technical Advisor (TA) team, New Business Development (NBD) team, external network of T4D and/or consultancy.
KEY AREAS OF ACCOUNTABILITY:
Technical Leadership (in collaboration with ETA)
The T4D Specialist will perform the technical leadership in close collaboration with ETA. To be specific:
- Leading the national promotion and adoption of existing technology products and services in new and/or existing projects within Save the Children;
- Working closely with TA team to maximizeT4D innovation thinking system in their respective thematic leadership.
- Identify technological solutions to be used in programming and incorporate them in new and/or existing project designs, maximize the effective use of technology in programming, support proposal teams in the integration of technology and innovation program components; ensure that T4D is adequately budgeted for in new proposals.
- Contributing to partnership and new business initiatives that help develop and advance T4D in SC’s projects, program and strategies.
Ensuring Programme Quality
- Managing the current and upcoming digital resources of Save the Children Vietnam as assigned to securing quality program delivery.
- Working closely with respective Program/Project teams to provide advice, guidance and coordination to solve tech-relating issues.
- Cooperating with external Tech consultancy service to secure effective communications and solutions for tech-based programming.
- Coordinating the T4D movement across the country office via hosting/co-hosting learning events for staff with different levels of complexity.
- Actively engaging in T4D activities with SC Member and triggering co-relating movement in Save the Children Vietnam.
Networking & External Engagement
- Building partnerships and networks with technology partners, start-ups and learning institutions to build or enhance SCI T4D capacity, capability and knowledge in using technology to deliver programmes for children and ensuring all staff are able to access highly functioning, consistent technology.
- In collaboration with ETA and NBD team, proactively pursuing and securing opportunities to build SC’s and partners’ capacity on T4D and,
- Communicating externally about Save the Children’s T4D work to position ourselves better with the government, donors and other peer agencies.

QUALIFICATIONS
- A degree in Computing Sciences/ Information Technology or equivalent. Master’s degree is an added advantage.
EXPERIENCE AND SKILLS:
Essential
- Minimum 5 years work experience in ICT field, with at least 2 years at a complexity - similar role.
- Profound understanding about Vietnamese Government’s National Digital Transformation Strategy to 2030 and its implications in respective sectors (Heath, Education, Finance, etc.).
- Demonstrated knowledge about T4D core principle and application.
- Demonstrated knowledge about ICT strategy and product roadmap development.
- Demonstrated knowledge ICT product management, including design and implementation.
- Understanding about AI, specifically genAI and the AI implications movement globally.
- Experience working with users and other stakeholders (especially government agencies) in technology projects to translate their needs and goals for the technology use into clear, actionable technical requirements for system design, selection and implementation.
- Possess the ability to understand and manage structured query language (SQL), Knowledge of ‘relational database management systems’ (RDBMS), ‘object-oriented database management systems’ (OODBMS) and/ or XML database management systems.
- Experience with database-driven web applications including having an up-to-date knowledge of the technology for development approaches.
- Ability to perform a variety of conceptual analyses required for the formulation, administration and evaluation of projects.
- Excellent planning, coordination, and reporting skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities;
- Strong communication and interpersonal skills in English and Vietnamese, with experience working in multicultural, multi-location, value-driven teams;
- Ability and willingness to dramatically change work practices and hours and work with diverse community beneficiaries.
- Commitment to and understanding of Save the Children International’s aims, values and principles.
Desirable
- INGO experience and an excellent grasp of operational issues.
- Proven project management ability to manage multiple complex tasks, programs or projects.
- Excellent organizational skills and attention to detail: ability to juggle large amounts of details while maintaining big picture.
