The Mekong Delta Climate Resilience Programme (MCRP) is a technical cooperation project co-financed by the Governments of Germany, Switzerland and Viet Nam. MCRP is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in close cooperation with the Ministry of Agriculture and Rural Development, Ministry of Construction and the 13 Mekong Delta provinces. MCRP’s objective is to support the Vietnamese authorities in enhancing the climate-resilience of the Mekong Delta and its communities, thereby ensuring sustainable development in the region.

MCRP focuses on four working areas:

  1. Support the establishment of an institutional framework to facilitate regional coordination of climate-resilient development in the Mekong Delta;
  2. Improve investment planning at regional level for the climate-resilient and gender-sensitive management of water resources in urban and rural areas;
  3. Implement the application of innovative technologies in coastal and riverbank erosion that strengthen the resilience of rural infrastructure and ecosystems; and
  4. Implementation of climate-resilient and water-sensitive urban infrastructure.

MCRP has a comprehensive workplan, in which water management and coastal protection is one of key working areas. To effectively carry out the programme activities, additional human resources are required.

The MCRP is looking for a qualified local professional for the position of:

Programme Officer on Water Management “MCRP”              
Duty station: Ha Noi, Vietnam
Duration:
ASAP from 16th September 2024 until 31st December 2025

Main responsibilities:

  • Acting as technical focal point for planning and implementation of work packages under the “Water management and Coastal protection” (Water & Coast) portfolio of MCRP as delegated by the team leader.
  • Ensuring close and effective cooperation and communication with relevant partners and stakeholders at national and provincial level during the implementation of the activities.
  • Responsible for providing inputs to PR/communication, knowledge management and M&E related works of MCRP.
  • Ensuring that the activities are implemented in compliance with GIZ rules and regulations.

Minimum requirements

  • Master’s degree in water, environment, natural resources management or closely related fields.
  • Having at least 5 years of working experience in water, environment, natural resources management, preferably in development cooperation setting.
  • Good knowledge and understanding about geo-databases, GIS, Remote Sensing, and digital technologies in water resources and coastal monitoring.
  • Good knowledge and understanding about water management and coastal protection issues in the Mekong Delta.
  • Proven-working experience with and having good working relationships with governmental, ministerial, and provincial partners on water management and coastal protection related topics.
  • Excellent English proficiency, especially in presentation and writing.
  • Capability to accompany and supervise multidisciplinary consultant teams.
  • Good teamwork and interpersonal skills.
  • Ability to travel frequently if required.
