I. GENERAL INFORMATION
“Mainstreaming Climate Resilience and Environmental Protection for Secondary Green Cities Development” is Technical Assistance VIE 9417 attached to the Loan Project “Secondary Green Cities Development Project” (SGCDP). The TA 9417 is funded by the Global Environment Fund (GEF) and Urban Climate Change Resilience Trust Fund (UCCRTF), administered by Asian Development Bank (ADB) and Ministry of Natural Resources and Environment (MONRE). This project implementation will end by December 31st 2025.
Specific objectives
- Update and revise Green City Action Plan (GCAP) and improve environmental quality, increase climate change resilience in urban environmental masterplans for Ha Giang, Hue and Vinh Yen; Developing financial mechanisms to maintain climate-resilient and green development solutions in secondary cities.
- Nationwide replication of approaches and lessons learnt on environmental protection and climate change resilience for green secondary city development; pilot models of green production and sustainable consumption, replicate the appropriate results achieved in Ha Giang, Hue and Vinh Yen to other cities.
- Integrate regulations to promote green production and sustainable consumption, build green lifestyles, and improve the quality of the urban environment towards climate change adaptation into the national legal and policy system.
In order to achieve above objectives, the TA9417 is designed with 4 Outputs:
- Output 1: Develop a national policy framework for environmental protection and climate change resilience;
- Output 2: Implement the pilot solutions for sustainable urban development in Ha Giang, Hue and Vinh Yen;
- Output 3: Develop and apply the pilot new financial solutions for climate risk prevention in Hue;
- Output 4: Strengthen and support the general environmental planning and climate resilient environmental planning at the provincial/city level.
The executive agency of TA 9417 is Ministry of Natural Resources and Environment (MONRE). The Polution Control Department (PCD) is assigned to be the project owner, the co-implementing agency is the Institute of Strategy and Policy on Natural Resources and Environment (ISPONRE) administering Outputs 1 and 4. Outputs 2 and 3 are administered by ADB.
The PMU is looking for 01 Project Technical Support Officer and 01 Project Interpreter cum Secretary (PIS) to provide technical support for the PMU activities. The procurement process will be in accordance with ADB's Use of Consultants guidelines (2013, amended from time to time).
II. RECRUITMENT OF PROJECT TECHNICAL SUPPORT OFFICER
1. Duties and Responsibilites
Objective and Purpose of the Assignment
Support the PMU and PM in implementing project activities
Scope of Work
- Collecting, synthesizing information
- Support in preparing reports, TORs and technical requirements
- Technical supervision of technical packages:
- Government coordination
Detailed Tasks and/or Expected Output
- Participate in quarterly work planning and progress reporting meetings with PMU and ADB;
- Assist in drafting reports, TORs and technical requirements for Project activities according to the plan and approved budget;
- Plan technical supervision and monitor the techniques, progress, and implementation of the packages according to the proposed plan.
- Liaise with government agencies to ensure compliance with government policies and procedures.
- Prepare reports and documents in a ccordance with government planning, reporting, and other project-related procedures.
- Perform other related duties as assigned by PMU.
2. Required qualifications
This position is for Vietnamese nationals. Minimum requirements for knowledge, experience and skills as follows:
- Bachelor’s degree (advanced degree preferred) in environment management, Environmental Science, climate change or a related field.
- Minimum of 05 years of experience in project management or technical support, preferably in environmental or development sector.
- Experience with international development projects and famililarity with ADB procedures is an advance.
- Experience working with government agencies and understanding government policies and procedures related to planning, reporting, and project management.
- Familiarity with bidding processes and contract management.
- Proficiency in both written and spoken Vietnamese and English (at least a certificate of English at level C or equivalent);
- Proficiency in project management software and MS Office Suite (Word, Excel, ppts).
- Strong commitment to work until the project end and willing to travel in project sites.

III. RECRUITMENT OF PROJECT INTERPRETER CUM SECRETARY
1. Duties and Responsibilites
Objective and Purpose of the Assignment
Supporting the Project Management Unit and Project Manager to set up the administrative system and translate.
Scope of Work
The Project Interpreter cum Assistant typically has a diverse and multifaceted role within the project. The general responsibilities and tasks can be outlined as follows:
- Project management support:
- Assist the Project Manager in coordinating project tasks and activities.
- Monitor project timelines and deadlines, ensuring that project milestones are met.
- Help manage project resources, including HR, materials, and equipment.
- Coordinate with various departments and consulting partners to ensure resource availability.
- Administrative support:
- Schedule and organize meetings, prepare agendas, and record minutes.
- Facilitate communication and coordination among project team members.
- Maintain and organize project files and documentation.
- Assist in the preparation of project reports, presentations, and other documentation.
- Logistical arrangements. This includes visa, transportation, hotel bookings for project staff, consultants and invited guests coming for project activities;
- Interpretation and translation duties:
- Provide real-time oral interpretation during meetings, small-scale workshops, and project-related events;
- Assist in communication between stakeholders, including international clients, team members and consultants.
- Translate project documents, reports, materials, and other materials from Vietnamese into English and vice versa.
- Ensure the accuracy and context of the translated content.
- Perform other related works as assigned by PMU.
2. Required qualifications
- At least university degree (master degree preferable) in English language, translation, interntional relations, business administration or a related field;
- At least 03 years of experience as a project assistant, project administrator, interpreter or translator for international organizations or non-governmental organizations;
- Knowledge of government administrative and bidding procedures and familiarity with the government plan is an advantage.
- Working experience for ODA projects, particularly funded by GEF, is an asset;
- Good command of both written and spoken English;
- Good computer skills in common word processing (MS Word), spreadsheet (MS Excel), Vietnamese software;
