Position Summary

As the Program Officer, you will play a pivotal role in advancing our mission and ensuring the success of our project implementations. This role reports directly to the Country Manager and requires regular travel to rural areas to oversee program implementation and monitoring. You will support the coordination and implementation of assigned projects under the Family Investment Program (FIP), including conducting household reviews, scholarship oversight, and supporting the implementation of HSCV’s Women's Income Connection (WIC) projects.

  • Ensure beneficiaries receive effective and appropriate services based on HSCV’s portfolio of activities.
  • Enhance program effectiveness through continuous feedback and collaboration with the HSCV team.
  • Support the strengthening of relationships with beneficiaries and relevant stakeholders.

Responsibilities and Skill Set Requirements

Scope of Work and Main Responsibilities

  • Liaise with local authorities, service providers, and relevant agencies.
  • Support beneficiaries to ensure they fully benefit from the project activities.
  • Support program activity implementation and conduct monitoring and evaluation.
  • Complete assigned activities and reports in a timely manner.
  • Assess families and children in programs through interviews and updating family profiles and data.
  • Travel to project sites and attend distributions and training sessions.
  • Oversee project activities and make recommendations for development based on gathered information.

Summary of Basic Requirements

  • Bachelor’s degree in Social Work, Rural Development, Management, Public Health, Education, Communications, or related field.
  • Two to three years of relevant experience.
  • Experience working with nonprofits, INGOs, foreign organizations, and/or international partners.
  • Proficiency in English and Vietnamese (both written and spoken).

  • Proficiency in MS Office and ability to learn new programs.
  • Basic finance skills.
  • Strong teamwork, conflict resolution, and problem-solving skills.
  • Excellent communication skills.

Compensation and Benefits

  • Monthly salary based on qualifications and previous experience, paid bi-monthly.
  • All travel expenses covered.
  • Compulsory Insurance provided.
  • Motorbike insurance provided after one year of employment.
  • Normal working hours: Monday – Friday from 8:00 am – 5:00 pm with lunch and breaks.
  • National Holidays off, plus 12 personal days in the first year and 20 days annually thereafter.
  • Some weekend and evening work required.
