WORK HOURS:                          Full-time, 40 hours/week.

STARTING BASIC SALARY:       US $25,836.00/year

ALLOWANCE AND BENEFITS:   Tet Bonus, annual salary increase, local social security system, supplemental health insurance, other allowance, and benefits.

BASIC FUNCTIONS OF THE POSITION

This position will serve as the Public Health Specialist for the Global Health Security (GHS) Laboratory Program at the U.S. Centers for Disease Control and Prevention (CDC) office at the U.S. Embassy in Hanoi, Vietnam. In this capacity, the position holder will provide significant technical and program management leadership with advancing Vietnam to achieve the Global Health Security Agenda (GHSA) target for a laboratory system: “A nationwide laboratory system, including all relevant sectors, capable of safely and accurately detecting and characterizing pathogens causing epidemic disease and chemical threats, including both known and unknown threats from all parts of the country.” 

The position holder will act as a U.S. Government (USG) interagency subject matter expert and technical advisor in all efforts undertaken by CDC Vietnam and the interagency to advance implementation for achieving the aforementioned laboratory target, working in close collaboration with the rest of the CDC Vietnam’s GHS Laboratory Strengthening Team in Hanoi, as well as other technical officers within the USG interagency, including the Department of Defense (DOD), Defense Threat Reduction Agency (DTRA), and the United States Agency for International Development (USAID). The position holder will develop and execute strategies, and work plans supportive of achieving this laboratory target. 

The job holder will work with the rest of CDC Vietnam’s GHS Laboratory Strengthening Team, the CDC Vietnam Laboratory Branch, and across CDC Vietnam’s multiple programs and branches, including the CDC office in Ho Chi Minh City, to coordinate, facilitate, mentor, and/or directly provide capacity development support for Vietnam’s laboratory staff in strengthening systems for Laboratory. Target beneficiaries include national and sub-national laboratories and other clinical and preventive medicine actors across the Ministry of Health (MOH) and other line ministries, including the Ministry of Agriculture and Rural Development (MARD) and the Ministry of Defense (MOD).  The job holder will be the primary routine liaison with the USG Interagency team, other bilateral and multi-lateral partners, especially, but not limited to, the World Health Organization in Vietnam, the Food and Agricultural Organization, USAID, and DTRA across all activities pertaining to laboratory strengthening. The position holder will also provide support for general laboratory workforce development through trainings and in-kind technical assistance to all levels of laboratories, including district, province, regional, and national. The position holder will work with CDC Headquarters (HQ) and CDC Vietnam, as well as other international and local stakeholders, to build the capacity of laboratory staff in Vietnam. 

QUALIFICATION REQUIREMENTS

Education:       A master’s degree in laboratory management, laboratory systems or international equivalent is required.

Experience:    A minimum of three years of experience in working and/or managing laboratory systems, including experience in quality management systems is required.  Within these three years, a minimum of two years of experience in developing, implementing and evaluating health programs and coordination with international agencies or implementing partners is required.?

Languages:   

  • Fluency in Speaking/Reading/Writing English is required. (This will be tested.)
  • Fluency in Speaking/Reading/Writing Vietnamese is required.
