Position Description

TITLE:            Program Officer                

UNIT:              Vietnam field office

LOCATION:     Hanoi, Vietnam

REPORTS TO: Program Specialist – Social Development & Gender                   

SUPERVISES: N/A

CONTRACT:    2 years (October 1, 2024 to September 30, 2026)

SUMMARY OF JOB RESPONSIBILITIES

The Program Officer will assist the Representative, Deputy Representative and Program Specialist – Social Development & Gender in developing, managing and evaluating projects and programs within The Asia Foundation’s office in Vietnam.

RELATIONSHIPS

Internal:

The program officer is a member of the Social Development & Gender team and reports to the Program Specialist.

External:                               

The program officer will regularly interact with current and prospective partners and grantees, existing and potential donors, consultants and specialists contracted by TAF, and Vietnamese government agencies, international NGOs and local civil society organizations.

REQUIREMENTS

Experience:

  • Minimum ten years’ experience in program development and management with an international organization, private sector or government agency in a field related to Social Development & Gender.
  • Experience and expertise in development and management of Learning Management Systems (LMS).
  • Experience in development and management of training/education curriculums, preferably those that relate to digital education, business management and financial education.
  • Ability to manage projects and budgets.

Education:

A post-graduate degree in relevant field is preferred. A university degree with significant work experience will be considered.

Other:

  • Keen understanding of issues related to social development and gender, including financial inclusion, digital and financial literacy, and women’s economic empowerment.
  • Excellent verbal and written communication skills in both English and Vietnamese.
  • Proactive and independent work style essential.
  • Willingness and capacity to collaborate with colleagues working in governance, inclusive growth, and environment and climate action.

JOB FUNCTIONS

Under the Social Development & Gender, the Program Officer will provide support for program development and implementation in line with the policies and procedures of TAF worldwide.

Program Development and Administration

  • Assist in needs assessments, exploration of program opportunities, and identification of potential grantee organizations.
  • Facilitate the work of the LMS platforms, develop LMS user guides, and conduct data tracking and management of LMS users.
  • Lead the development, customization, and management of training/education curriculums relate to digital education/literacy, business management, and financial education/literacy.
  • Collaborate and directly interact with web developers and other technical and technology partners in and outside of Vietnam.
  • Provide technical and administrative support in managing sub-awardsand contracts.
  • Review grantee reports and critically evaluate program outcomes.
  • Understand and implement requirements placed on TAF by outside donors.
  • Draft reports to donors.
  • Provide translation and interpretation as needed.

External Relations

  • Assist in developing and maintaining good public relations.
  • Develop and maintain contacts with Vietnamese organizations and government agencies, and other international NGOs in Vietnam.
  • Attend and represent TAF at conferences, events, and donor coordination meetings, as directed by the Program Specialist – Social Development & Gender or the Country Representative.

Other

  • Perform other program and administrative tasks as directed by the Program Specialist – Social Development & Gender or Country Representative.
