Technical Officer for the Combatting Trafficking in Persons

EMPLOYMENT OPPORTUNITIES IN PUBLIC HEALTH

FHI 360 is an international non-governmental organization that, in Vietnam, promotes the health and well-being of the Vietnamese people, particularly vulnerable and marginalized populations. It works with the Vietnam Ministry of Health and other national bodies, as well as provincial and district-level health services to achieve project aims. FHI 360 is currently implementing programs to address HIV prevention, testing, and treatment; combatting trafficking in persons; COVID-19; tuberculosis case finding and treatment; anti-microbial resistance; health system strengthening; maternal and child health and nutrition; and diagnostic and laboratory services.

The Meeting Targets and Maintaining Epidemic Control (EpiC) project is an eight-year global project focused on HIV, global health security, and combatting trafficking in persons using funding from the President’s Emergency Plan for AIDS Relief and the United States Agency for International Development. EpiC is seeking a qualified and motivated Vietnamese candidate to serve in the role of Technical Officer for the Combatting Trafficking in Persons portfolio based in Hanoi and focused on the following tasks:

Main responsibilities:

Technical support (70%)

  • Support the training for frontline support staff to meet the needs of individuals who are survivors of human trafficking.
  • Provide support in coaching to champions who serve as expert trainers to their peers.
  • Support the development of training-of-trainer materials for pre-service social workers.
  • Conduct and support the design of various surveys to understand program impact.
  • Refine survivor screening tools based on user feedback and coordinate rollout in provinces.

Partnership maintenance and project coordination (30%)

  • Maintain partnerships with government officials (central, provincial, and district) to support project implementation.
  • Foster collaboration between government officials and non-governmental organizations in the development of victim support approaches.
  • Identify and liaise with vendors and consultants to support implementation of the work plan.
  • Prepare reports and papers summarizing project results.
  • Represent EpiC at local, national, and international events.
  • Assist all necessary coordination, procurement, and operational activities.
  • Perform other relevant duties as requested.

Experience and abilities for the position:

  • Bachelor’s degree in social work, education, health, behavioral sciences, administration or related field.
  • Two or more years of technical experience in CTIP, social work, capacity building or related field.
  • Experience implementing projects with USAID or other international donors preferred.
  • Experience monitoring programs preferred.
  • Existing professional relationships with MOLISA desired.
  • Must be able to read, write, and speak fluent English.
  • Ability to travel as necessary.
