Tuberculosis (TB) remains a cause of substantial morbidity and mortality in Vietnam, with many cases going unreported. To address this, the National TB Program (NTP) is conducting a nationwide study to assess under-reporting in the TB surveillance system. The results will help improve data quality, TB incidence estimates, patient management, and reduce TB transmission. PATH is providing technical assistance and supporting the NTP in data management and analysis for this project. PATH is seeking a qualified in-country Data Manager to oversee data cleaning and management and conduct record linkage for a large inventory study being conducted by the national TB program (NTP) and improve TB data use. The Data Manager will report to PATH Program Director and the NTP Project Coordinator and PI, and work closely with PATH Vietnam project team.

Responsibilities:

  • Sit within NTP and work with project team and project coordinator on a routine basis.
  • Collaborate with NTP, CDC, WHO, and project team to finalize data management plans and SOPs.
  • Develop and test record linkage strategies.
  • Familiarize with project procedures, forms, and databases.
  • Manage and oversee the central project database.
  • Work with IT to automate data processes and ensure secure data transfer and verification.
  • Ensure continuous data entry and validation, preventing backlogs.
  • Regularly check data for errors and inconsistencies and correct them.
  • Monitor data completeness, reliability, and validity.
  • Document matching processes and algorithms.
  • Advise on data management challenges and provide feedback on data quality.
  • Conduct site visits to monitor data entry and validation.
  • Participate in data management training as needed.
  • Ensure proper storage and backup of paper and electronic data.
  • Maintain data confidentiality.
  • Report weekly on data collection progress and quality.
  • Support data analysis and report preparation.
  • Communicate regularly with NTP, CDC, and WHO on data management issues.
  • Perform additional data management duties as assigned.

Required qualifications and experience:

  • A background in data management, public health or IT is desirable. A graduate degree in those fields is an advantage.
  • Strong analytical skills and proficiency with database development, programming, working with big data, data cleaning and merging of tables; experience with Epi Info desirable, but not necessary.
  • Experience with working with large datasets and merging multiple datasets; data linkage
  • Strong organizational and time management skills.
  • Attention to detail and a high level of accuracy.
  • Demonstrated ability to provide technical guidance and support to government stakeholders.
  • Excellent oral and written communication skills in English and Vietnamese.
  • Ability to travel as necessary.
