FHI 360 is an international non-governmental organization that, in Vietnam, promotes the health and wellbeing of the Vietnamese people, particularly vulnerable and marginalized populations. It works with the Vietnam Ministry of Health, Vietnam Ministry of Agriculture and Rural Development, and other national bodies, as well as provincial and district-level health services to achieve project aims. FHI 360 is currently implementing programs to address HIV prevention, testing, and treatment; combatting trafficking in persons; COVID-19; tuberculosis case finding and treatment; clinical research; anti-microbial resistance; health system strengthening; non-communicable diseases; maternal and child health and nutrition; and diagnostic and laboratory services.

We are seeking qualified and highly motivated Vietnamese candidates to fill the Technical Officer - Animal and Environment Health position for the Fleming Fund Country Grant for Vietnam - Tackling Antimicrobial Resistance in Vietnam, based in Hanoi.

Project Description:

FHI 360 seeks a Technical Officer - Animal and Environment Health for the Fleming Fund Country Grant for Vietnam - Tackling Antimicrobial Resistance in Vietnam (FFCG). The Country Grant will address critical gaps in surveillance of antibiotic-resistant bacteria in Vietnam. This grant will support implementation of national plans for antimicrobial resistance (AMR), antimicrobial use and consumption (AMU/C) surveillance in the Animal Health (AH), Environment Health (EH) and Human Health (HH) sectors with One Health approach. We will work closely with local entities that are already involved in AMR/AMU surveillance, oversight and improvement activities, local and national Technical Working Groups, national and regional reference laboratories for animal health, other government and national and international non-government stakeholders, and Mott MacDonald - the Fleming Fund Management Agent.

Job Summary / Responsibilities:

This position will be responsible for activities related to strengthening the capacity and systems for AMR/U/C surveillance in the animal health (AH) and AMR surveillance in environment health (EH) sector. This position is based in Hanoi with field visits to different parts of Vietnam. Specific responsibilities may include, but are not limited to:

  • Support the Fleming Fund Project Technical Management, Animal Health Coordinator, and Technical Team in the implementation of daily activities and AMR activities in AH and EH for the FFCG in Vietnam.
  • Work closely with and support the AMR focal points at the Department of Animal Health (DAH) under the Ministry of Agriculture and Rural Development (MARD) and Pollution Control Department (PCD) under Ministry of Natural Resources and Environment (MONRE) to plan and implement One Health and AMR/AMU activities.
  • Provide support to conduct relevant Technical Working Group (TWG) meetings, helps in meeting minute writing, and document findings and recommendations from the project activities with the DAH and PCD.
  • Provide support to organize workshops/working groups/field trips and training and public events (e.g., contacting counterparts, preparing the agenda, finalizing the materials to be distributed, and any needed support under the supervision of the Technical Team).
  • Collaborate and coordinate with the AMR surveillance sites in the AH and EH sectors to implement AMR surveillance, including site assessments, sample collection, transport, testing, reporting and sharing surveillance results.
  • Participate in planning and implementation of AMU/AMC surveillance including the development of tools, identification of surveillance groups, collection of data, and creation of reports.
  • Work closely with other government and non-governmental stakeholders to collaborate for the planning and implementation of AH and EH AMR/AMU activities on a daily basis.
  • Work closely with the technical, finance and related team members to prepare budget plan, and monitor budget burn rate against the approved plan. Identify the challenges during implementation and discuss with the team for appropriate solutions.
  • Support the technical team to prepare and submit AMR/U/C-related data and reports as per the donor’s and the government’s requests.
  • Assist the FFP-VN team in developing AMR advocacy materials such as policy briefs and fact sheets for different stakeholders as needed and obtaining comments from DAH and PCD technical staff and leaders.
  • Other duties as requested.

Qualifications:

  • Bachelor’s degree in microbiology, animal health/science, environment science or other relevant subjects.
  • At least 3 years of relevant experience in Animal/Environment health or related areas. Experienced working in/with the Government of Vietnam’s agencies desirable.
  • Understanding of AMR/AMU and animal disease surveillance and other relevant animal health programsor environmental subjects is an advantage.
  • Knowledge of project planning, implementation, and evaluation principles, practices, and procedures.
  • Proven ability to pre-plan critical actions and carry out actions in an efficient and timely manner.
  • Good ability to communicate and coordinate with government, national, and international non-government stakeholders.
  • Ability to work with minimum supervision.
  • Must be able to read, write, and speak fluent English.
  • Proficiency in Microsoft Office. Ability to work efficiently and effectively in flexible working environments.
