Implementation of investment grade energy audits in up to five (5) selected industrial facilities in Vietnam

1. Background

As a federally owned enterprise, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its objectives in the field of international cooperation for sustainable development. On behalf of the German Government, GIZ provides advisory services to the Vietnamese Government in four priority areas: (1) Vocational training, (2) Environmental, (3) Energy, and (4) Sustainable Economic Development. The German Energy Solutions Initiative was launched by the German Bundestag in 2002 to make a significant contribution to climate change mitigation by promoting high quality German products in the field of renewable energies. Support has since been provided to small and medium-sized German enterprises (SMEs) in the fields of renewable energies, energy efficiency, smart grids and storage technologies as they seek to position themselves on international markets.

The Project Development Programme (PDP) for developing countries and emerging economies is a major pillar of the German Energy Solutions Initiative. PDP is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.

The GIZ Office Hanoi as the contracting party, on behalf of PDP programme, is conducting a local negotiated tender to look for qualified Local Consulting Firm (LCF) to implement investment grade energy audits in up to five (5) selected industrial facilities in Vietnam.

• Tentative duration: from November 2024until December 2025
• Place of assignment: Vietnam
• LCF’s number of estimate working days: up to 220
• Requirements for the LCF:

1. With 5 years of operational existence of the organization in Vietnam.
2. Compliance with legal requirements (e.g. tax, relevant licences e.t.c)
3. Valid Energy Auditor certificate issued by the Ministry of Industry and Trade (MOIT)
4. Experience in energy audits (at least 10 reference projects) and at least 5 reference projects in Vietnam in the last 3 years.
5. Experience in Financial Modelling
6. Experience in detail engineering in the technologies: pumps; motors; compressors; HVAC (Heating, Ventilation, Air conditioning); Waste heat recovery/ heat exchanger
7. Experience in auditing manufacturing industries such as: garment and textile, chemical, food processing, etc,…
8. The consulting team will consist of minimum 2 experts.

2. Requirements for eligibility documents

Interested LCFs are requested to prepare the following documents in English:

• Letter of interest (with Director’s or authorised person’s signature and company stamp).
• LCF profile (incl. Business license (for firm) or Decision of establishment (for association), Tax code registration, organisational chart, similar experience/copy of contracts related to power sector, especially on rooftop solar).
• Audited financial reports of the last 03 years. Important/key information in the audited financial reports or in annual tax reports must be translated into English if documents are in Vietnamese.
• Consortium agreement and nomination of consortium leading firm (if at least 02 entities joint the assignment).

3. Method of bid submission

LCFs send Eligibility dossiers to [email protected] latest by 17:00 (Hanoi time) on 27.10.2024 with email subject: “Tender 83474228-Eligibility dossier-Company name”.

Bids sent after the submission deadline will be disqualified.

4. Notes

• Request of tender documents to be sent to [email protected]before 17.10.2024.
• Eligibility assessment related questions to be sent to [email protected]before 20.10.2024.
• Sending documents to wrong email address will lead to disqualification of the supplier.
• Only selected bidders will be invited to present technical and financial offers.

GIZ is obliged to ensure the confidentiality of all submitted documents by bidder(s) during tender process.
