BACKGROUND
FHI 360 is a non-profit human development organization dedicated to improving lives in lasting ways by advancing integrated, locally driven solutions. Our staff includes experts in health, education, nutrition, environment, economic development, civil society, gender, youth, research and technology; creating a unique mix of capabilities to address today's interrelated development challenges. FHI 360 serves more than 60 countries, all 50 U.S. states and all U.S. territories. In Vietnam, FHI 360 is working on a number of initiatives to enhance the use of medical oxygen, including providing liquid oxygen infrastructure and doing technical capacity building in the use of oxygen systems, and supporting training for procurement of liquid oxygen and use in a clinical environment.
SCOPE OF WORK
The qualified individual, agency, or group of experts will perform the following tasks:
1) Training Curriculum Development:
- Develop a training outline on the operation and maintenance of Taylor Wharton and INOXCVA cryogenic tanks and associated equipment including vaporizers, regulators, and piping systems.
- Key components of the training must include:
- System components overview.
- Installation, preparation, and commissioning of the system.
- System refilling and verification tests.
- Ongoing monitoring and maintenance.
- Logbook usage and data interpretation.
- Inspection requirements.
- Troubleshooting procedures.
- Key safety protocols and design regulations.
- Potential system extensions and upgrades.
2) Training Facilitation:
- Facilitate 12 trainings across six provinces in Vietnam.
- 12 trainings focusing on the operation and maintenance of LOX tanks and systems.
- Deliver pre-tests and post-tests to assess participant knowledge and training effectiveness.
3) Post-training Support:
- Monitor and moderate a Zalo chat group for trained engineers for four months to provide ongoing technical support and troubleshoot any system issues that arise.
4) Evaluation:
- Collaborate with FHI 360 to co-create pre-tests and post-tests for each training session.
- Provide a comprehensive evaluation report detailing training outcomes and any follow-up recommendations.
Note: All trainees will have completed three online courses, one an introduction to medical oxygen, the second on safety and regulations, and the third on the LOX system operation and maintenance. EpiC will provide information on topics covered and identified knowledge gaps to inform the training content.
DELIVERABLES
- Detailed training outline and curriculum.
- Facilitation of 12 one-day-training sessions (LOX tanks of Taylor Wharton or INOXCVA and systems).
- Pre-test and post-test development and implementation.
- Post-training support via Zalo chat group for four months (Oct 24 – Jan 25).
- Evaluation report on training effectiveness and outcomes.

QUALIFICATIONS
- Relevant degree and at least 5 years of working experience in the field of medical equipment and construction, especially liquid oxygen systems.
- Experience in organizing trainings for healthcare staff in relevant fields of medical equipment and construction, especially liquid oxygen system.
SUBMISSION INSTRUCTION
FHI 360 is requesting quotations from qualified individuals, firms, or group of experts. Interested parties must submit the following documentation:
- CV or firm profile including CVs of core staff;
- Quote for each deliverable in Vietnamese Dong (clearly stating inclusion/exclusion of travel expense for training); or Proposed daily rate (for individual)
- Brief history and qualifications relevant to the scope of work with experience in conducting similar trainings in medical equipment and oxygen systems;
- Cover letter explaining relevant technical expertise;
- Statement of availability to meet the stated timeline;
- At least two references for similar training services provided in the past;
- Business license (for firms).
