PATH is seeking a qualified candidate to work as a RCCE Team Lead for a multi-year USAID Strengthening Local Health Security Activity in Vietnam. The goal of the USAID Vietnam Strengthening Local Health Security (SLHS) Activity is to strengthen Vietnam’s capacity at the sub-national levels to effectively prevent, detect, and respond to epidemic-prone emerging infectious diseases (EID) through One Health (human, animal, and environmental) approaches to achieve Global Health Security (GHS) targets for zoonotic diseases (ZD), EID surveillance and response, and risk communications and community engagement (RCCE) (now called “project”).

The RCCE Team Lead must meet or exceed the qualifications listed below.

Responsibilities: 

The RCCE Team Lead will work with the project Chief of Party, Senior Technical Advisor, RCCE team members, members of the SLHS project, and other related stakeholders to develop and implement the following key responsibilities:

  • Develop the project RCCE strategies and implementation plans

  • Provide leadership and guidance to related partners and RCCE team members to implement the project RCCE strategies, campaigns, and implementation plans 

  • Work with communities and key stakeholders to develop infodemic management strategy for Emerging Infectious Disease threats

  • Ensure smooth implementation of the RCCE objectives & activities, which meet the project’s requirements

  • Be accountable for the SLHS project strategic communications

  • Provide guidance and ensure the correct use of branding and marking in accordance with the SLHS Branding and Marking Plan

  • Coordinate with the M & E Team Lead to develop the RCCE related indicators and guide/ follow-up with RCCE team members and related partners to report against the RCCE indicators

  • Ensure the RCCE targets and objectives are met

  • Lead the development and implementation of annual/ periodic work plans for the RCCE sections/ objectives

  • Lead the periodic reports related to the RCCE sections writing

  • Supervise the sub-partner in charge of the RCCE works, other officers in the RCCE team

  • Establish and maintain strong and excellent working relationships with partners and stakeholders involved in the SLHS Activity, especially in the RCCE area

  • Represent PATH/ SLHS in the RCCE related meetings and workshops

  • Support the project director (COP) and deputy director (DCOP) on other administrations and crossed cutting tasks, together with other Team Leads.

Required Experience:

  • Master’s degree or its international equivalent in communications, marketing, public health, or other relevant fields

  • Proven track record in communications or marketing, community engagement, and/ or behavior change projects/ works

  • Proven records in project management, preferred in public health or global health security projects

  • Demonstrated expertise and experiences in establishing and maintaining strong partnership with various stakeholders including Vietnamese Government, International Organizations, Companies, Community Organizations

  • Knowledge and experience in Private sector, Animal health, One Health, Global Health Security or in Public Health is a plus

  • Demonstrated management, leadership, decision-making, and interpersonal skills.

  • Excellent oral and written communication skills in English and Vietnamese language
