PATH is seeking qualified in-country candidates for the position of Health Information System (HIS) Senior Technical Officer who will work for the planned multi-year USAID Strengthening Local Health Security Activity in Vietnam. The goal of the USAID Vietnam Strengthening Local Health Security Activity is to strengthen Vietnam’s capacity at the sub-national levels to effectively prevent, detect, and respond to epidemic-prone emerging infectious diseases (EID) through One Health (human, animal, and environmental) approaches to achieve Global Health Security (GHS) targets for zoonotic diseases (ZD), EID surveillance and response, and risk communications and community engagement (RCCE) (now called “project”).

A Health Information System (HIS) is a system designed to collect, process, store, disseminate and use health-related information to carry out management functions. It consists of people, tools (paper-based and electronic), and procedures for gathering, sorting, and distributing timely, accurate information to decision-makers. “Health” means “One Health” including human health, animal health, and environment health. HIS outputs support the strategic and operational needs of all objectives under the project.

The HIS Senior Technical Officer must meet or exceed the qualifications listed below. This individual reports to the MEL Team Lead.

Responsibilities: 

  • Work with project team to develop work-plans including strategies and solution applied IT for data management and analysis to support animal health, human health and environmental health staff at different levels in decision making process

  • Conduct assessment to identify gaps in multisectoral HIS and provide recommendations to strengthen HIS at national and sub-nation levels.

  • Provide technical recommendations and expertise in the design, development, improvement, and maintenance of relevant health information systems that strengthen local health security effectiveness and efficiency.

  • Lead planning, design, and implementation of Provincial Center of Excellence for One Health (PCOE-OH) data governance in select provinces, once established.

  • Work with relevant stakeholders to develop data standardization and data interoperability.

  • Work with provincial information technology authorities, vendors, and users to ensure access, use, and sustained local ownership of technology any proposed technology adaptations and innovations (e.g., AI, machine learning, social listening, and networks) to detect and respond to EID threats and to normalize the actioning of surveillance data

  • Support capacity building in data management, data usage, and system deployment for staff at both national and sub-national levels

  • Develop and maintain an online database for management of project progresses for M&E purposes; act as the Project Data Manager

  • Serve as a project representative on relevant technical working groups, meetings, or other discussions convened by USAID, GVN, or other forums.

  • Perform additional data management duties as assigned.

Required Experience:

  • Bachelor’s degree in one of the following disciplines: Informatics, Information Science, Health Information Management, Computer Science; Computer Engineering, or Information Systems, Geographic Information Systems. Master’s degree preferred.

  • At least five years of professional experience in designing, developing, implementing, testing, documenting and maintaining information systems. Prefer person with experience in design, development and implementation of health information system.

  • Proven experience working with HL7 FHIR standards and healthcare data interoperability

  • Proven experience in the development and use of database systems and other information management tools and mechanisms.

  • Theoretical and practical knowledge of database development as well as experience in developing and maintaining databases and information systems

  • Experience in training individuals in the use and maintenance of information systems, including analysis and use of the data they contain.

  • Experience in designing and conducting survey/assessment on HIS, develop user requirements analysis document, technical specification document for a software, user manuals, and implementation guideline

  • Demonstrated ability to provide technical guidance and support to government stakeholders.

  • Experience in project management and coordination

  • Strong knowledge of information management tools and mechanisms

  • Knowledge of Excel, R, Stata, GIS (QGIS preferably).

  • Able to work as a team

  • Good communication skills

  • Proficiency in English and Vietnamese, both written and spoken
