POSITION:              GSO Supply Supervisor

CLOSING DATE:      October 30, 2024

WORK HOURS:        Full-time, 40 hours/week.

STARTING BASIC SALARY:     US $16,706.00/year

ALLOWANCE AND BENEFITS: Tet bonus, annual salary increase, leave benefits, health benefits, local social security program, miscellaneous benefits allowance and other allowances.

BASIC FUNCTIONS OF THE POSITION

Incumbent of this position will supervise the General Services Office’s (GSO) Property, Supply, and Warehouse Section at the U.S. Embassy in Hanoi.  The incumbent will be responsible for managing and overseeing the property, supply, and warehouse operations that support over 125 U.S. direct hires and eight different agencies. Operating without an on-site warehouse, the incumbent will manage a commercial property that facilitates the storage and distribution of U.S. Government-owned assets.  This includes Non-Expendable Property (NXP), which consists of long-term assets like furniture and equipment; Expendable Property (XP), and the Furniture and Appliance Pool (FAP). The incumbent will involve leading a team of ten locally employed staff to ensure that all supplies and property are accounted for, maintained, and delivered efficiently across the mission. This position will require the incumbent to implement robust management controls, maintain safety and security standards, and oversee the full range of International Cooperative Administrative Support Services (ICASS) deliveries, ensuring the operational effectiveness of the mission’s property and supply chain.

QUALIFICATION REQUIREMENTS

Education:     Two years of College or University studies is required.

Experience:    At least three years of experience in logistics, property accountability, supply management, or warehousing using logistics management software. One year of experience in a formal supervisory position.

Languages:   

Good working knowledge in Speaking/Reading/Writing English is required. (This will be tested.)

Good working knowledge in Speaking/Reading/Writing Vietnamese is required.

SKILLS AND ABILITIES

  • A valid car driving license (class B2)
  • Ability to obtain and maintain a local Vietnamese driving license to drive USG vehicle during assigned duties. Excellent leadership, management, and planning skills.
  • Strong customer service and communication skills.
  • Able to work independently and with a team of peers and subordinates.
  • Attention to detail.
  • Literate in standard MS Office software.
  • Literate in logistics, supplies, and accounting software.
  • Integrity and ability to communicate and assert safety standards – the incumbent must model and promote a culture of safety.
  • Understand administrative processes and inherent document flows.
  • Demonstrate supervisory and planning skills to successfully plan, order, receive, store, deliver, account, and dispose of cargo.
  • Ability to lift weight up to 20 lbs.

Job Knowledge: Must be/must have: 

  • Knowledge of ISO warehousing and occupational health and safety standards and best practices. 
  • Knowledge of motor vehicle/trucking, forklift, heavy machinery, and container operations and safety standards. 
  • Knowledge of supply and equipment procurement and inventory control. 
  • Knowledge of standard management controls and fraud indicators in the warehousing industry. 
  • Good working knowledge of logistics, international and local business practices, commercial or government property acquisition, storage, issuance, disposal, and accounting/inventory practices.
  • Knowledge of local commercial vendors of logistic, moving, shipping, and storage services.
  • Knowledge of local labor market and regulations
