Rehabilitation Technical Lead

The International Center (formerly known as Vietnam Veterans of America Foundation -VVAF) is a humanitarian organization that has addressed the consequences of war through advocacy and service programs in Vietnam for the last three decades. As a cofounder of the International Campaign to Ban Landmines, IC-VVAF was awarded the Nobel Peace Prize in 1997. Now the International Center (IC) focuses on disability support, landmine removal, and mental health programs.

Under the financial support of United States Agency for International Development (USAID), IC is implementing a Disability Inclusion Project/2B for Binh Dinh and Kon Tum provinces as a sub-implementing partner for this project. IC is responsible for implementing the Objective One of the projects which is to expand the rehabilitation services to contribute to the Goal “which is to improve the quality of life of persons with disabilities in provinces heavily sprayed with Agent Orange, namely Binh Dinh and Kon Tum”.

Three expected results include:

  1. Ensured accessibility and quality of multi-disciplinary rehabilitation services
  2. Improved rehabilitation system for the provinces
  3. Improved Governance of rehabilitation service system

To ensure the project is implemented technically sound quality, IC is recruiting this position to provide technical assistance in rehabilitation services and system strengthening to ensure project to accomplish outlined expected outcomes and results.

2.   JOB DESCRIPTION OF THE POSITION

This position will work for Inclusion 2B’s Objective One that is carried out IC to ensure project delivered expected outcomes and results. The position will work directly with CoP to ensure technical quality for the project, in coordination with DCoP and Project Officers for rehabilitation service delivery, system strengthening and capacity building and policies.

Key activities are listed in the following detailed activities:

2.1. Rehabilitation Service and ADs provision

  • Provide technical inputs for the project activities
  • Review and ensure the quality of the results rehabilitation AD/AT screening, need assessment, prescription, provision and follow up of rehab services and AP in health facilities and community in project sites.   
  • Participate and co facilitate in meetings with the doctors/ therapists at all level on on prescription and follow up of rehab services
  • Review the outcomes measurement of the rehab intervention
  • Join the team in ensuring the quality of rehab tools provided to the health facilities and provide inputs to the MDT rehab services operations in Kon Tum and Binh Dinh

2.2.  Capacity building for national, provincial and district health workers

  • Provide inputs to the capacity-building plan for each province's MDT unit.
  • To lead the on-site training on MDT rehab services in MDT rehab units
  • Serve as key trainer in develop training materials, capacity training provided by IC to doctors/ therapies

2.3. Others

  • Participate in meetings with IC’s partners and HI per request  
  • Participate in field monitoring trip organized by project as needed.
  • Other as requested by CoP

Supervision:

The Consultant will work under the direct supervision and evaluation of the Program Director/Chief of Party with support from project staff(s).

Terms and Conditions

  • Inputs and comments shall be documented in writing
  • Payments will be set and made based on actual number of days spent on each agreed task and pay will be done every month based on monthly timesheet with deliverables within agreed timeframes.
  • Daily rate: Negotiable

  • Relevant qualifications and experience
  • Technical proposal: Appropriate and adequate to requirements
  • Financial proposal: reasonable and relevant to expertise.
  • Combined technical and financial scores: Competitive
