SUMMARY OF THE PROJECT
The SMEs Promote Resilience, Inclusion and Innovative Transformation (SPRINT) Program is a 6-year (2023 – 2029) Global Affairs Canada (GAC) funded project, implemented by Cowater International in the province of Yen Bai, Vietnam. The Project aims to improve the socio-economic wellbeing of ethnic minority women (EMW) working in agricultural by elevating their economic status, leadership and agency including through the promotion of clean growth through climate change resilience and adaptation. The Project will implement a series of interventions designed to strengthen the performance of EMW-led MSMEs, cooperatives and producers in the agri-food sector.
The primary beneficiaries are women living in the province of Yen Bai, while an overarching emphasis is placed on the inclusion of women from ethnic minority communities. The Project will respond to critical skills and knowledge gaps and incentivize the innovation and adoption of Renewable Energy and Energy Efficient solutions among EMW-focused businesses.
SUMMARY OF THE POSITION
The Team Leader will provide leadership to the Project and Senior Management Team (SMT) while ensuring excellent Project delivery. Working closely with the provincial Government and Government agencies in Yen Bai, the TL will provide oversight, quality assurance, advice, accountability and support to the planning and implementation and ongoing development of the Project.
KEY RESPONSIBILITIES
Project Leadership:
- Provide high-level strategic leadership and oversight of Project scope, ensuring Project activities align with the design, Government of Vietnam (GoV) priorities, and GAC guidelines and regulations.
- Represent the Project at relevant meetings, forums, events and committees to the highest professional standard.
- Provide overall leadership and guidance to the Project team, ensuring effective coordination between all units and individuals – technical and operational.
- Lead on annual working planning (activities, budgeting, and scheduling), and take leadership and accountability in the delivery of the workplan and high-quality activities.
- Ensure effective communication and coordination between all program stakeholders, including partners, Government, and international and local short-term advisors.
- Closely communicate and coordinate with Cowater HQ on Project planning, delivery, and risk management.
- Provide leadership, professional development, and support to a team of 10-15.
- Lead in the preparation of high-quality contractual deliverables, including annual workplans, internal and donor reports, and any Government of Vietnam requirements.
Operations Management
- Ensure the highest calibre budget adherence, management, and reporting standards.
- Assume accountability for all field expenditures.
- Supervise accounting, approval, payments, and procurement.
- Ensure the Project is diligent with safeguarding, including fraud detection and prevention.
- Support in the management of locally engaged personnel, including recruitment, establishing job descriptions, supervising, contracting, and performance management.
- Oversee and provide coordination of activities of all components, including advisors, consultants and staff; policies and procedures – in consultation with Cowater HQ.
- Ensure preparation and regular updates to appropriate policies and procedures to facilitate the administration of the offices.
- Support sub-contractor administration as per approved workplans, based on Cowater and GAC procurement guidelines and policies, and in-line with the Project budget.
Communications and Relationships
- Maintain and manage strategic relationships with GAC, provincial government, partners, other key stakeholders and organizations, and other projects to create synergies.
- Maintain effective and efficient communications systems between the Project and Cowater HQ, including systems for quality control, document transmission and circulation.
- Maintain effective and efficient communications and relations between the Project and GAC.
Quality Control
- Institute and manage, in coordination with the Cowater HQ, a quality control system to track and enforce maintenance of standards and to assess progress throughout the Project.
- Ensure that all resources assigned to the Project are producing the required quality of results at all levels.
- Cooperate and coordinate fully with GAC’s external monitor and provide all necessary assistance during site visits.
Cowater International Representation
- Always represent the corporate interests and image of Cowater International and follow rigorously Cowater’s Code of Conduct and Supplier Code of Conduct.
Project Governance
- Represent Cowater International in the Project Steering Committee (PSC) meetings and provide secretariat support to the PSC.
- Support in the planning and presentation for the PSC.
JOB REQUIREMENTS
The Team Leader will have the following qualifications, skills, knowledge, and experience:
- Master’s degree (graduate level) in a relevant discipline such as business administration, social sciences or international development, or equivalent experience.
- Minimum of 10 years of experience, managing and overseeing multi-year, multi-million dollar (+5 million CAD) international development projects.
- Minimum of 10 years of demonstrated experience in project planning, project implementation, project financial management, and project reporting.
- Minimum of 10 years of experience managing teams, with multiple direct reports.
- Experience in the full Human Resource Management cycle, including recruitment, onboarding, performance management, and termination.
- Proven experience managing multiple partnerships and developing and maintaining strong stakeholder relations.
- High level interpersonal and communication skills, including the ability to convey concepts clearly and concisely.
- Strong organizational and strategic writing skills and ability to think systemically.
- Proven ability to work with, communicate to, and liaise with Government stakeholders.
- Demonstrated ability to manage and develop mitigation measures for project risks.
- Previous experience working with GAC on planning, reporting and communications would be highly appreciated.
- Demonstrated knowledge and application of M&E performance-based management procedures, such as results-based management (RBM).
- Experience integrating GEDSI and climate change into Project activities and operations.
- Demonstrated technical expertise in gender equality and social inclusion, women’s economic empowerment, agriculture value chains, climate change mitigation and adaptation, market systems development, or related field.
- Experience working with ethnic minority women and/or communities highly preferred.
- Experience working in Yen Bai is considered a strong asset.
- Experience working in Vietnam, with an understanding of the vulnerabilities faced by ethnic minority women and demonstrating cultural awareness and sensitivity.
- Fluency in both English and Vietnamese essential (writing, reading and speaking).
- This position is open to Vietnamese nationals or those already legally able to be employed in Vietnam only.
