JOB ANNOUNCEMENT

Samaritan’s Purse is a Christian humanitarian organization providing aid to hurting people around the world. With a sustainable history working in Vietnam, Samaritan’s Purse has developed strong relationships with partners to conduct projects in 6 sectors: health, WASH, education, protection, livelihood and relief.

Samaritan’s Purse in Vietnam’s projects are being implemented in Hanoi, Tra Vinh, the south of Vietnam and across the northern provinces of Lao Cai, Yen Bai and Lai Chau where the majority of people are from ethnic minority groups, often the most vulnerable or marginalized sections of the population.

We are now seeking highly qualified candidate for the following position:

Position Title:             Lead Project Coordinator

Grade:                        Mid-level program

Duty Station:              Hanoi and other project locations: Lao Cai, Yen Bai and Lai Chau

Reports To:                Health and Protection Program Manager (North)

Job Summary:

The Lead Project Coordinator reports to the Program Manager and will work closely with other project staff to implement the project/s within the defined scope and timeframe. Among other responsibilities, he/she is responsible for project components, supervises staff, provides preliminary finance form review, and increased level of partner engagement. The ideal candidate has technical sector, prior NGO, partnership management, supervision, and reporting experience.

Key Responsibilities:

  • Strategic Planning: Provide inputs to develop program designs, strategies, and plans. Create and execute component plans. Maintain alignment to the field office’s vision and strategies
  • Overall Management:  Implement assigned projects or components within the required budget, scope, and timeframe.
  • Technical Expertise: Conduct technical activities. Ensure technical soundness of project activities. Create training curriculums, technical implementation plans. Liaise with subject matter experts to implement quality technical interventions.
  • Documentation, Reporting, Communication, and Data Analysis: Support manager in developing project proposals and required reports. Responsible for supporting data (i.e. baseline/endline) and communication material (i.e. photo/impact stories).
  • Procurement: Ensure the project has the necessary products or services through managing inventory, completing purchases, reviewing purchase requests, preparing partner GIK reports, and supporting staff in direct purchases.
  • Stakeholder, Partner, and Government Relations: Support in managing and maintaining partnerships. Drafts project documents including framework agreements, letters of approvals, travel approvals, and MOUs. Review partner reports prior to manager.
  • Finance Management: Monitor, review, and forecast project expenses. Support in developing, and reviewing project finance documents (i.e. cash advances, wire transfer requests, cash disbursement forms, funds expense reports, independent collaborator payments and requests for funds). Take primary responsibility for reviewing partner financial reports.
  • Staff Supervision: Supervise assigned staff. (i.e. managing workload, development, administration). Screen and supervise independent collaborators.
  • Risk Management:  Assist in identification, analysis, response planning, and mitigation of risks.
  • Work Environment: Nurture a positive work environment, fostering a commitment to values.
  • Other Responsibilities:  Staff works as a team to carry out programming and additional responsibilities will be assigned to achieve the goals of our project activities. 

Requirements:

  • Bachelor’s Degree in a development, social sciences, or relevant field. 
  • At least 5 years of relevant professional work experience and 2 years’ experience in leading workshops and conducting trainings. 
  • Experience designing, planning, and implementing programs, managing data, and reporting. Excellent skills in supervisory, team-building, and interpersonal and ability to communicate effectively in a multicultural team environment, both orally and in writing.
  • Native Vietnamese language ability. Conversational English skill.
  • Ability to travel frequently to remote villages in varying weather conditions to carry out project activities.
  • Strong willingness and passion to help the poor and disadvantaged in Vietnam.
