Climate Change Working Group Position Paper for the Conference of the Parties (COP 27) Supporting the implementation of the National Climate Change Strategy until 2050

The Arab Republic of Egypt hosted the 27th UN Climate Change Conference of the Parties (COP27) in Sharm El-Sheikh in November 2022. COP27 goals and vision are for inclusive, rules-based, and ambitious, substantive outcomes, commensurate with the challenge based on science and guided by principles building on agreements, decisions, pledges, and commitments, from RIO 1992 to Glasgow 2021. We seek to accelerate global climate action through emissions reduction, scaled-up adaptation efforts, and enhanced flows of appropriate finance. We recognize that 'just transition' remains a priority for developing countries worldwide. CCWG Advocacy Strategy 2022 - 2025

For 14 years, the Climate Change Working Group (CCWG), founded in 2008, has been a driving force in climate action. The CCWG brings together international and Vietnamese non-governmental organisations, development agencies, institutions, professionals, and other interested parties to exchange ideas and discuss lessons learned and good practices. The CCWG has grown to be a powerful coalition of over a hundred organisations, with a combined budget of approximately USD invested in climate change actions between 2018 and 2020. In addition, the CCWG maintains an approximately 1,300-person mailing list. This new strategy for 2022-2025 is critical for the country, not only because climate change impacts are expected to be more severe and detrimental to the lives and livelihoods of millions of people but also because several new national policies will be implemented during this period. Background The latest IPCC report and the increased focus on locally led adaptation highlights the importance of providing support to the most vulnerable communities and locations at subnational levels. This is in stark contrast to the realities of current international climate finance flows. Less than 10 percent of international adaptation finance, between 2003 and 2016, was approved for locally focused climate change projects (Soanes et al., 2019).
